The California Department of Insurance (CDI) is seeking a dynamic Information Technology specialist I with experience designing, developing, and maintaining enterprise applications using Oracle PL/SQL, Oracle APEX, and Oracle Forms/Reports, Microsoft TSQL, working with Visual Studio, Oracle Developer Suite, or Oracle JDeveloper, and development experience with Java, JSP, J2EE, JavaScript (jQuery, AJAX, JSON), HTML, Tungsten Total Agility, KQL, and CSS.

Under direction of the Information Technology Manager I (ITM I), and under the Information Technology Specialist II (IT Spec II) lead developer in the Enterprise Application and Integration section, the Information Technology Specialist I (IT Spec I) serves as a technical expert in developing complex systems through analysis, design, and coding efforts in support of the department's mission critical applications. The incumbent is a key member in solving important business problems for the department/division and is able to utilize technology through prescribed methods and standards. The incumbent serves as a technical expert and will make technical recommendations to the IT Spec II and ITM I to contribute to the formation of strategies and policies pertaining to application development and other highly technical issues in support of business strategic direction. The IT Spec I is responsible for validating that software solutions adhere to cybersecurity principles when designed, built, and implemented, and helps ensure end-to-end security from product inception through end-of-life. The IT Spec I must understand a range of disciplines, from base operating systems and middleware services to APIs, applic ation security, cloud services and databases. The IT Spec I must also focus on secure development practices, threat modeling, vulnerability management, architecture and application security design. The IT Spec I focuses on using secure-by-design and security-first principles to reduce software solution vulnerabilities.

Working Conditions
- The incumbent must be able to work in a high-rise building.
- Ability to transport documents and/or equipment up to 15-20 lbs., i.e. laptop computer, files, reference manuals, solicitation documents, etc.
- The incumbent may telework in accordance with CDI's Telework Policy. Teleworking employees may be required to report to their headquarters office location on designated telework days. Travel expenses are not reimbursed, however other authorized transit subsidies do exist for those who qualify.
- Occasional travel may be required within and/or outside the state of California via private or public transportation (i.e., automobile, airplane, etc.) Travel may include overnight stay.
- Overtime may be required.

- Two (2) years or more of experience working with document management systems (e.g., eDOCS DM), case management systems (e.g., Suite), and scanning solutions (e.g., Kofax).
- Demonstrated knowledge of secure development practices, application vulnerability management, and cybersecurity principles.
- A bachelors degree in computer science or a related field.
