Job description

Orbis is seeking an experienced Measure of Effectiveness (MOE) Officer - Journeyman - to lead qualitative research and program evaluation activities for a client in the US Intelligence Community. On this multi-year project, the analyst will have the opportunity to demonstrate intellectual agility by leading research design, data collection, and data analysis and visualization activities to produce and implement recommendations that will support the client in optimizing delivery of specialized projects in support of their mission. This project features the opportunity to interact with a wide range of key stakeholders, including those at senior levels.

This is an exciting opportunity for an intellectually curious, energetic management consultant to work on a project with real impact helping our client develop ways of better meeting the needs of the mission. Duties & Responsibilities * Develop and implement research designs with practical strategies for conducting evaluations of strategic communications for a customer in the US Intelligence Community * Apply operational knowledge and tradecraft to enhance the customer's planning, design, and implementation of a variety of projects * Design and conduct survey research; includes sample identification, instrument development, survey distribution, and response analysis * Analyze both qualitative and quantitative information to provide the customer with comprehensive insights into organizational strengths and challenge areas * Prepare reports and presentations for senior leadership based on research plans, activities, findings, and recommendations * Brief senior-level customers on research plans, status of activities, findings, and recommendations * Generate operational proposals based upon your findings and recommendations Supervisory Responsibilities This position has no supervisory responsibilities Education & Experience * Bachelor's degree is required for this position * Minimum of 2 years' experience in the IC * Master's degree in business, social science, or behavioral science preferred but not required for this position Required Skills & Abilities * US Citizenship * Active TS/SCI clearance with Poly * Ability to design a research project, lead data collection, and then build data visualizations to reflect key performance indicators from a strategic level for the department. * Ability to extract insights from social media and various open source and proprietary data sources to produce finished intelligence products * Experience developing presentations and providing briefings to middle and senior management * Excellent oral and written communication skills, including visual representation of data using charts and graphs * Proficiency with MS Excel, PowerPoint, Tableau, PowerBI, or other data visualization software.

* Ability to perform in an individual contributor role while also excelling in a team environment Desired Skills & Abilities * Demonstrated experience leading program evaluation activities * Experience with survey design and analysis * Ability to analyze information and identify implications for policy, processes, communications, and training Experience in media, marketing, journalism, or with PR firms * A master's degree in business, social science, or behavioral science is a plus Physical Requirements * Prolonged periods of sitting at a desk and working on a computer. * Routine video conference and/or in-person meetings. * Ability to attend planned meetings within the Washington Metro Area region.
