Job description


• ORBIS is seeking an experienced Operations Director to lead a group of Program Managers, oversee a portfolio of ongoing and future programs, and to provide programmatic, engineering, and management support to assigned US Navy Nuclear Submarine Programs
• This position manages the ORBIS Submarine Services programs and reports to the ORBIS Operations Officer.
The Vice President will:
• Lead a team of multiple Program Managers with a portfolio of numerous contracts. This includes functions such as personnel management, staffing, internal and external reporting, financial management, and contract administration. Additional Program Managers and contracts will be added to this portfolio as the company grows.
• Provide support to the ORBIS Submarine Services business unit in the planning, execution, management and operations responsibilities. Examples include leading or supporting special projects to implement process improvements, supporting integration of new organizational units and programs, etc.
• Support the business units in the full spectrum of business development processes from the initial identification and capture of opportunities through to proposal submission.
• The ability to clearly articulate written company capabilities in response to customer needs is critical. In particular, the ability to assimilate multiple inputs into a clear, compelling, cohesive, and concise written response is of particular importance.
• Work within high-performing teams. He/she must have excellent communication skills (both oral and written), and strong interpersonal skills, as this position interfaces with all functions within the organization and a broad group of outside constituencies. Sound business judgment and the highest level of integrity are required.
• Demonstrated experience managing large cross-functional groups of people and the ability to contribute to a fast-paced senior company leadership team is essential.
• Utilize knowledge, experience, and relationships to obtain personal "on-contract" utilization (typically ad hoc client support based on experience and contract requirements) as a portion of responsibilities.
Required Skills and Requirements:
• Minimum of 15 years of experience working with the Department of Navy, Naval Sea Systems Command, NAVSEA, Naval Shipyards, and submarine program.
  • Minimum of 10 years of Supervisory experience required.
  • Experience and demonstrated ability in preparing written correspondence communicating complex programmatic, engineering, and operational matters to senior management.
  • Must be a US Citizen with a Secret clearance

The following are preferred:
• Experience working in or interfacing closely with Direct Reporting Program Manager (DRPM) Submarines, US Navy, NAVSEA
• Experience in overall planning direction and execution of major submarine acquisition and life cycle sustainment programs
• Knowledge of Program Management, including the acquisition process, budgeting process, and financial tracking (Earned Value Management (EVM) and other metrics), funding execution, and the contracting process.
  • Experience in management of professionals, trades and/or engineering support services contracts.
  • Experience in business development, including identification of opportunities, capture management, staffing, and proposal development.
  • Project Management Professional (PMP), or equivalent 10 years of experience managing large projects and programs within DON/DoD infrastructure.

  • Must be a U.S Citizen
  • A Secret security clearance
