Job Description

ORBIS is seeking a high‑impact Business Development and Capture Leader to join our Growth Group. This role leads the full business life cycle of capturing high‑value opportunities within the competitive SEAPORT and broader Navy procurement environments. The selected leader will position ORBIS to win multiple large, unrestricted prime Navy contracts ranging from $50M to $500M.

The Vice President will operate at a fast tempo shaping customer perception, influencing procurement direction, and building elite teams to develop winning strategies that position ORBIS at the forefront of innovation, value, and delivery excellence.

Key Responsibilities

• Customer‑Driven Influence: Build and maintain trusted relationships across NAVSEA, Navy, and government leadership, and industry partners to shape requirements early and anticipate procurement trends.

Competitive Market Positioning: Leverage deep market intelligence, customer insights, and competitive analysis to identify ORBIS’ differentiators and establish clear positioning in high‑stakes SEAPORT and Navy procurement pursuits.

Strategic Capture Leadership: Develop bold, innovative capture strategies that distinctly position ORBIS as the preferred partner for enterprise‑scale Navy missions.

• High‑Tempo Senior Engagement: Maintain continuous engagement with senior Navy stakeholders to understand evolving mission priorities, strengthen ORBIS’ presence, and highlight how ORBIS capabilities drive measurable mission outcomes.

Capture Strategy & Execution: Lead the full capture process—vision, strategy, teaming, solutioning, pricing, and execution—to deliver high‑probability win strategies for enterprise‑level opportunities.

Cross‑Functional Leadership: Direct integrated teams including proposal managers, solution architects, pricing experts, and operational SMEs to ensure unified, winning responses.

Strategic Market Engagement: Coordinate meetings with customers, competitors, and potential teammates to refine understanding of procurement direction, contract vehicles, acquisition timing, and competitive landscape.

Required Skills and Experiences

• Minimum 10 years of business development and capture management experience supporting U.S. Navy SEAPORT government contracting.
• Proven ability to develop and execute Account Strategy leading to contract wins exceeding $100M, including success as a Prime Contractor.
• Demonstrated experience building and operating within high‑performance, matrixed teams.
• Strong customer relationship management skills and proven capture process discipline.
• Excellent communication skills—written, verbal, and executive‑level briefing.
• Ability to analyze complex opportunities and independently prioritize across business development and capture requirements.
• Experience working with structured capture management processes in a large‑scale contracting environment.
