Position Overview:
We are seeking a high-caliber Change Management Specialist & Oracle Trainer to lead people-side transformation strategies and end-user education for a major modernization initiative within the Department of Veterans Affairs (VA). In this full-time corporate role, you will work 100% on-site in Washington, D.C. to act as the driving, visible force behind aligning staff, shifting organizational culture, and accelerating system adoption.
The ideal candidate blends structured change frameworks with a mandatory Master's degree, specialized expertise in HR transformations, and hands-on experience designing and delivering Oracle software training directly to large end-user populations.
Key Responsibilities:
  • Execute Change Frameworks: Build, scale, and execute comprehensive change strategies utilizing both the Prosci ADKAR model and Kotter's 8-Step framework. [1]
  • Lead On-Site Oracle Training: Design, develop, and deliver classroom-style instructional training programs, user guides, and interactive on-site workshops focused on onboarding VA staff to new Oracle modules.
  • Drive HR Transformation: Lead the human capital side of the transformation, ensuring HR processes, structural realignments, and staff transitions map smoothly to the VA's modernization goals.
  • Conduct Impact Assessments: Run stakeholder mapping, cultural readiness assessments, and change impact analyses directly with on-site teams to identify and mitigate areas of high system resistance.
  • Formulate Communications: Craft targeted, clear communication campaigns tailored for diverse audiences, from executive VA leadership to frontline personnel interacting with Oracle systems.
  • Track Adoption Metrics: Define and measure success metrics, monitor software adoption KPIs, and execute corrective on-the-floor training or action plans where adoption lags.
Required Qualifications:
  • Education: College Degree Required - Must hold a Master's Degree from an accredited college or university.
  • Work Location: Ability to work 100% on-site at our designated Washington, D.C. facilities.
  • Experience: 5+ years of dedicated professional experience leading structured organizational change management initiatives.
  • Oracle Training Background: Proven experience as a technical trainer, instructional designer, or super-user specifically delivering Oracle software training to end-users.
  • Methodology Expertise: Deep, practical mastery of ADKAR and Kotter frameworks with a proven track record of applying them to complex projects.
  • Large-Scale Transformation: Demonstrated experience managing change or software deployments for large enterprise shifts or federal-scale modernizations (1,000+ impacted users).
  • Security: No active security clearance required. Must be a U.S. citizen or permanent resident capable of passing a standard federal background suitability check.
Preferred Qualifications:
  • Certifications: Active PMP (Project Management Professional) Certification is highly preferred; active Prosci Certification is a strong plus.
