Job description

At i360technologies, we specialize in business consulting and technology services for federal agencies. We are seeking an experienced Functional Lead to support an enterprise financial management modernization program. The Functional Lead serves as the primary liaison between the Core FS solution capabilities and the business requirements of federal organizations and agencies. This role bridges technical implementation and federal financial management business operations, ensuring the solution meets the FFM Business Standards defined in the Federal Integrated Business Framework (FIBF) and satisfies the unique operational needs of a complex, multi-agency government financial environment.

Responsibilities

  • Lead functional analysis of requirements traceability, identifying gaps between existing legacy FM system capabilities and the proposed Core FS solution.
  • Drive business process analysis and reengineering for financial management functions including general ledger, accounts payable, accounts receivable, budget execution, cost management, financial reporting, and financial statement preparation.
  • Collaborate with program financial management teams and agency representatives to define standardized business processes, standard operating procedures (SOPs), and complementary internal controls for the solution.
  • Lead functional configuration activities for the Core FS solution, ensuring alignment with FIBF FFM Business Standards and agency-specific requirements.
  • Serve as the functional authority for solution demonstrations and Operational Readiness Demonstrations, confirming that implemented capabilities meet government-defined acceptance criteria.
  • Support data cleansing, mapping, and conversion planning by providing subject matter expertise on financial data structures, chart of accounts, and legacy FM system data models.
  • Facilitate stakeholder migration readiness assessments and change management planning activities for agencies transitioning to the new solution.
  • Coordinate with the Oracle Trainer to ensure training curricula accurately reflect functional business process decisions and system configurations.
  • Provide functional input into integration design between the Core FS solution and agency-specific administrative and mission systems.
  • Support financial audit readiness activities, including response to DATA Act issues and financial statement notices of findings and recommendations (NFRs).
  • Actively participate in PMO governance reviews and contribute to program, performance, and risk management reporting.

Qualifications

  • Minimum 7 years of experience in federal financial management with a focus on ERP functional implementation and business process design.
  • Demonstrated experience leading functional workstreams on Oracle ERP implementations (Oracle EBS 12.x preferred) within CFO Act agency environments.
  • Deep knowledge of federal financial management business processes and applicable regulatory frameworks including OMB Circular A-123, the Chief Financial Officers Act, and FASAB accounting standards.
  • Experience working with multi-agency financial shared services environments and multi-tenant SaaS financial management solutions.
  • Proven ability to facilitate working sessions with diverse government stakeholders to elicit requirements, validate system configurations, and drive consensus on business process decisions.
  • Strong proficiency in requirements traceability, gap analysis, and functional specification development.
  • Excellent written and oral communication skills including ability to author formal deliverables and present to senior government leadership.
  • Ability to obtain and maintain a Public Trust / Suitability clearance.

Preferred Qualifications

  • Experience supporting large-scale federal financial management SaaS implementations.
  • Familiarity with FIBF Federal Financial Management (FFM) Business Standards.
  • Experience supporting financial management shared services operations across multiple agencies.
  • Experience supporting financial management system migrations across large, complex federal programs.
  • Knowledge of financial compliance requirements including DATA Act, improper payment reporting, and internal controls over financial reporting (ICFR).
  • Certified Government Financial Manager (CGFM) or Certified Public Accountant (CPA) credential.
