RSC2 is currently looking for aProgram Managerto join our growing team inFort Meade,Maryland!
Responsibilities:
- Manage and execute programsin accordance withappropriate statutes, regulations, policies, and instructions governing program management.
- Ensure theoptimummix of cost, schedule, performance, and system supportability throughout the life cycle (design, development, testing and evaluation,productionand disposition) of the program.
- Maintain all overall authority for all program decisions affecting cost, schedule, or performance baselines, andmaintainand submitappropriate reportsthrough acquisition authorities to the Milestone Decision Authority (MDA).
- Coordinate/facilitateappropriate programrequirements, solutions, and implementation activities with business/acquisition, technical leads, and stakeholders.
- Ensure thetimelyrecruitment and training of program staff - both direct and indirect.
- Review all financial and technical reports beforerelease.
- Ensure cross-discipline integration with the contract to meet customer needs.
- Communicate issues and solutions to thehigher-levelProgram Manager ina timelyand transparent manner.
- Ensure compliance with all regulatory and administrative requirements imposed by the contract in coordination with the Contractor's contracts staff.
- Assistthehigher-levelPM by providing input to statutory acquisition reports and responses to Congressional Questions for the Record (QFRs).
- Coordinate the preparation of Engineering Change Proposals (ECPs) and value engineering proposals to thehigher-levelPM.
- Provide Contractor input to the Quality Assurance SurveillancePlan reviewsor Award Fee reviews, asappropriate.
- Work with the higher-level program manager, if applicable, to provide effective and efficient management of the contractor's effort.
- Allocate resources (staffing, facilities, and budgets) on the contract.
- Review and propose the Integrated Program Baseline (or resource loaded schedule) to theappropriate personnel.
- Review and approve all earned value, Estimate to Complete, Funds and Man-hour Expenditure Report, or other financial reports asappropriate.
- Review risk and risk mitigation activities andallocatebudgets for the same.
- Prepare program status reviews and other formal reviews to be presented to thehigher-levelProgram Manager.
- Review andallocatemanagementreservewithin contractual limits.
Qualifications/Requirements:
- TS/SCI with Full-Scope Poly
- Education:Bachelor's degree inbusiness or technical field
- Experience:6 years of relevant experience. Relevant experience must be in business or program management

Salary at RSC2 isdeterminedbyvarious factorsincluding but not limited to location, theparticular combinationof education, knowledge, skills, competencies, and experience as well as contract-specific affordability and organizational requirements.The projected compensation range for this position is $110,789to $266,929(annualized USD). The estimate displayedrepresentsthe typical total compensation range for this position.This position is contingent upon contract award and government funding.
