Job Summary
Reporting to the leader of respective OCI subsidiaries, the Resource Manager is responsible for developing, executing, and overseeing comprehensive workforce strategies that support successful construction project delivery. This role ensures that craft labor, staff resources, site capabilities, and industrial relations are aligned with organizational goals and project requirements. The manager partners closely with construction leadership, HR, project management, and site teams to drive safe, efficient, and compliant operations.

Key Responsibilities
  • Staff Resourcing Strategy
    • Develop and manage short- and long-term resourcing strategies for field staff roles across assigned projects and portfolios.
    • Ensure optimal alignment of personnel based on skill sets, project needs, and future workload forecasting.
  • Craft Resourcing Strategy
    • Define craft labor resourcing plans including preparation, execution, labor counts, and role assignments.
    • Work with site leadership, craft supervision, Labor Relations, and workforce planners to ensure steady availability of qualified craft workers.
  • Workforce Planning
    • Lead execution of workforce planning including labor projections, Tempus demand updates, and pipeline visibility.
    • Communicate future staffing needs to HR and support development of recruiting strategies.
  • Workforce Mobilization
    • Oversee craft and staff mobilization to project sites including role assignments, onboarding coordination, and issuance of assignment letters.
    • Ensure mobilization supports project readiness and maintains compliance with internal processes.
  • Site Capability Development
    • Manage training strategies for site teams including VOC, LCM, high-risk activity training, and other required site competencies.
    • Support continuous development of onsite capabilities to meet safety, quality, and operational targets.
  • Policy, Standards, and Compliance
    • Ensure operational alignment with HSSE, QA/QC, and HR policies and standards.
    • Champion compliance culture across project teams and site operations.
  • Training
    • Ensure all staff have received adequate training prior to deployment
    • In partnership with HSSE, ensure all staff and craft have proper certifications prior to deployment
  • Strategic Planning & Forecasting (Bench Strength)
    • Forecast and maintain organizational bench strength to ensure readiness for future projects.
    • Identify gaps in capability, capacity, and resourcing pipelines; implement strategies to address them.

Management Responsibilities
Supervises work of others. Responsible for hiring, discipline, and pay administration of their subordinates.
Minimum Qualifications
  • Strong soft skills including; leadership, influence, communication, teamwork, collaboration, emotional intelligence, problem solving, time management,
  • Strong understanding of construction operations, workforce management, and craft labor environments
  • Knowledge of Labor Relations, union dynamics, and labor agreements
  • Experience with staffing strategies, forecasting tools (e.g., Tempus), and mobilization processes
  • Ability to interpret and apply HSSE, QA/QC, and HR compliance standards
  • Excellent communication, negotiation, and stakeholder-management skills
  • Strong problem-solving ability, particularly in labor/LR disputes
  • Experience with training planning and site capability development

Preferred Qualifications
  • Background in construction management, labor relations, or resource operations
  • Prior experience working with craft labor teams, union engagements, and subcontractors
  • Exposure to project planning, execution, and readiness review processes
  • Familiarity with enterprise systems such as Tempus, PeopleSoft, or similar workforce platforms

Work Environment/Physical Demands
Typical office environment including sitting, walking, talking, hearing, reading, writing, keyboarding, driving, filing, reaching, stooping, crouching, bending, standing for extended periods of time, lifting or carrying up to 40 pounds.
Occasional travel to project sites may be required.
