Job Description:

Parsons is looking for an amazingly talented MILDEC Planners (Sr and Journeyman Levels needed) to join our team! In this role you will plan, integrate, and synchronize (or support in these) for Military Deception (MILDEC) activities in support of Operations in the Information Environment (OIE) at the Combatant Command level ensuring deception efforts are aligned with commander intent, campaign objectives, and approved OIE concepts.

What You'll Be Doing:

Senior

  • Develops deception objectives, narratives, and supporting CONOPS that contribute directly to operational advantage and decision shaping.
  • Analyzes adversary decision-making processes (e.g., OODA loop), perceptions, and intelligence collection systems to identify exploitable cognitive and sensing vulnerabilities.
  • Designs believable, coherent, and sensor-verifiable deception narratives, ensuring consistency across physical, informational, and cognitive domains and alignment with real-world operations.
  • Coordinates closely with Information Forces and information-related capabilities-including OPSEC, MISO, cyber operations, and Electronic Warfare (EW)-to integrate deception effects, prevent fratricide, and reinforce overall OIE objectives.
  • Ensures MILDEC planning is fully synchronized with operational execution, OPSEC measures, and intelligence activities, working in close coordination with J2 and operational planners.
  • Monitors adversary responses and indicators through intelligence reporting and assessment frameworks, applying measures of performance (MOPs) and measures of effectiveness (MOEs) to evaluate deception outcomes and inform refinement or termination of deception efforts.
  • Provides continuous feedback to planners and leadership to support adaptation and risk management.
  • Serves as the primary MILDEC integrator and liaison across the CCMD staff, subordinate components, and joint, interagency, intergovernmental, and multinational (JIIM) partners, ensuring deception activities are coordinated, controlled, and supportive of broader strategic and operational mission sets.

Journeyman

  • Applies established MILDEC principles and joint planning processes to help ensure deception efforts align with commander intent, operational objectives, and approved OIE concepts.
  • Contributes to the development of deception objectives, narratives, and supporting concepts of operations (CONOPS) that enhance friendly decision advantage and shape adversary perceptions.
  • Conducts detailed analysis of adversary decisionmaking processes, intelligence collection methods, and likely reactions to identify exploitable cognitive, procedural, or sensorbased vulnerabilities.
  • Assists in designing feasible and believable deception actions that maintain consistency across physical, informational, and cognitive domains.
  • Ensures proposed activities are realistic, support realworld operations, and adhere to established authorities and approval chains.
  • Coordinates routinely with Information Forces and informationrelated capabilities-including OPSEC, MISO, cyber operations, and Electronic Warfare (EW)-to align deception tasks, prevent interference between operations, and reinforce broader OIE objectives.
  • Works closely with J2, operational planners, and intelligence analysts to maintain situational awareness of adversary indicators, validate assumptions, and ensure MILDEC activities remain synchronized with ongoing operations and protective measures.
  • Monitors relevant intelligence reporting to track adversary responses, indicators, and potential fratricide risks.
  • Contributes to assessment processes by applying Measures of Performance (MOPs) and Measures of Effectiveness (MOEs) to evaluate the progress and impact of deception efforts.
  • Provides updates and recommendations to senior planners to support refinement, continuation, or termination of activities based on observed effects, assessed risks, and changing operational conditions.
  • Prepares planning inputs, coordination materials, and staff products that support the integration of MILDEC within OPLANs, CONPLANs, and OIErelated planning documents.
  • Maintains collaborative relationships across the staff, subordinate components, and joint, interagency, intergovernmental, and multinational (JIIM) partners to ensure actions remain aligned with authorized MILDEC objectives and are executed with proper coordination and control.

  • ALL LEVELS require a current/active TS/SCI clearance or higher.

Senior

  • Bachelors degree and 13+ years experience. Years of comparable experience can be used in lieu of degree. (HS diploma 17+, Associates 15+, Masters 10+)

Journeyman

  • Bachelors degree and 10+ years experience. Years of comparable experience can be used in lieu of degree. (HS diploma 17+, Associates 15+, Masters 10+)
