Program Manager — Web-Based Training & Digital Learning Program

Extreme Government Solutions LLC (EGS)

Full-Time | Remote | Contract Contingent Upon Award


Extreme Government Solutions LLC (EGS) is a Service-Disabled Veteran-Owned Small Business supporting federal, public-sector, and mission-driven programs. EGS is recruiting a Program Manager for an anticipated federal contract involving the development, implementation, and maintenance of interactive web-based training and self-help learning products.


This position is contingent upon contract award.


About the Role


The Program Manager will serve as the primary team lead responsible for managing schedule, budget, staffing, risk, quality control, client coordination, and overall delivery of digital learning products. The successful candidate will have experience managing complex federal or public-sector projects involving instructional design, multimedia development, accessibility compliance, and web-based training deliverables.


Key Responsibilities


- Serve as the primary operational lead for the client, internal project team, subject matter experts, and delivery staff.

- Develop and maintain the Program Management Plan, including schedule, milestones, risks, issues, staffing, and resource allocation.

- Lead recurring client and production meetings, prepare agendas, track action items, and ensure timely follow-up.

- Prepare monthly status reports covering deliverable progress, staffing, quality assurance, risks, and upcoming milestones.

- Manage integrated schedules, risk registers, issue logs, action trackers, and concurrent workstreams.

- Coordinate internal quality assurance reviews before deliverables are submitted to the client.

- Ensure accessibility compliance is integrated into the production and review process.

- Maintain organized collaboration spaces, file naming conventions, version control, and project archives.

- Track review cycles, comments, revisions, approvals, and resubmissions.

- Support onboarding, staffing changes, required training, reporting, and project closeout activities.

- Ensure personnel comply with applicable federal security, privacy, and training requirements.


Required Qualifications


- Bachelor’s degree.

- Ten or more years of experience managing projects or programs of similar size and complexity.

- PMP, FAC-P/PM, or equivalent project management certification.

- Experience managing digital learning, instructional design, web-based training, or multimedia development projects.

- Ability to pass a federal background investigation if required.

- U.S. work authorization required.


Preferred Qualifications


- Experience managing federal, healthcare, military, veteran-serving, or public-sector contracts.

- Familiarity with ADDIE-based instructional design and digital learning development.

- Experience with Microsoft Teams, SharePoint, Smartsheet, or similar collaboration and reporting tools.

- Experience managing Section 508, WCAG, or accessibility-related deliverables.

- Strong written communication, meeting facilitation, and client-facing leadership skills.
