The HDR IT Program Manager is responsible for leading one or more complex, cross-functional programs composed of multiple interdependent projects. This role ensures alignment between technology delivery, business strategy, financial stewardship, and measurable outcomes. The IT Program Manager operates with significant autonomy, influences senior leaders, and drives consistent execution, governance, and value realization across the program lifecycle.
Key Responsibilities
• Lead multiple related projects as an integrated program, Manage cross project dependencies, risks, and resource allocation
• Provide direct and indirect leadership across multiple project teams, driving shared accountability, execution discipline, and consistent decision-making. Coach and guide resources within the program
• Influence cross-functional partners and senior stakeholders to align priorities, resolve conflicts, and optimize program outcomes.
• Model strong leadership behaviors and serve as a role model for delivery excellence across the project management community.
• Establish and maintain clear, consistent communication rhythms across projects, ensuring alignment and transparency. Produce integrated, insight-focused program reporting for senior leaders and governance bodies.
• Communicate integrated program status, risks, and outcomes to senior leaders and steering committees.
• Translate complex technical, financial, and delivery information into executive-level insights to support informed decision-making.
• Integrate project-level plans into a cohesive program roadmap, managing interdependencies, sequencing, and critical milestones.
• Facilitate governance ceremonies, steering committees, and program reviews to ensure effective oversight and timely decisions.
• Adapt delivery approaches as conditions change while maintaining progress, stability, and accountability.
• Identify, manage, and mitigate risks and issues that span multiple projects or functional areas.
• Anticipate systemic delivery risks and proactively drive corrective actions. Ensure appropriate and timely escalation aligned with program governance thresholds.
• Manage program-level budgets, forecasts, and financial health, balancing cost, value, and risk.
• Forecast and optimize resource capacity across projects, resolving constraints and competing priorities.
• Ensure alignment of scope across projects, managing impacts of change while protecting program objectives. Drive and track delivery of measurable business outcomes and validate that program results achieve intended value
• Use ServiceNow Strategic Portfolio Management (SPM) to manage program planning, financials, resourcing, and reporting.
• Coordinate technical changes and release activities across projects, ensuring governance compliance, readiness, and risk mitigation.
• Align delivery practices with organizational standards, policies, and PMO expectations.
Preferred Qualifications
• PgMP or SAFe Program Consultant certification
• Experience in large scale digital or enterprise transformation
Required Qualifications
• Minimum 5 years of IT project/program management or leadership experience
• Proven experience managing complex IT programs involving multiple projects and executive level stakeholders.
• Strong strategic thinking and financial acumen. Advanced analytical and problem-solving skills with a data-driven decision-making mindset.
• Demonstrated success in program planning, financial management, risk management, and outcomes realization.
• Experience working within structured PMO and governance environments.
