We are currently seeking a Portfolio Management Office (PMO) Manager to join our team in Rockville, Maryland (US-MD), United States (US).

Job Summary: 

In the role of Value Management Delivery Lead, you will lead a Value Management Office (VMO) that provides value management, performance management, and continuous improvement services for the customer. You will be responsible for ensuring infrastructure services and initiatives are planned, executed, and managed in a manner that maximizes value, improves delivery efficiency, and aligns with customer priorities and mission objectives.

You will apply expertise across program management, financial and portfolio management, project delivery, Agile and Lean practices, business process analysis, and organizational change management. You will work closely with customer leadership, program management, and technical delivery teams to improve visibility into service performance, optimize delivery processes, and support informed decision-making.

Job Duties:

  • Lead the day-to-day operation of the Value Management Office (VMO) customer supporting platform infrastructure services.
  • Manage and maintain visibility into customer portfolios, including projects, products, and initiatives, ensuring alignment with strategic priorities and available resources.
  • Provide project and delivery management support to improve execution, coordination, and transparency across services.
  • Lead planning and execution of process maturity initiatives, including Agile and Lean adoption, business process development, and training at both team and organizational levels.
  • Perform analytical and functional analysis to define, improve, and streamline business processes and workflows supporting service delivery.
  • Support strategic planning activities for customer infrastructure programs, including roadmap development, prioritization, and performance tracking.
  • Lead and support organizational change management activities to ensure successful adoption of new processes, tools, and ways of working.

Basic Qualifications:

  • Bachelor's degree in Business, Computer Science, Information Systems, or a related field
    • Four (4) additional years of experience in lieu of a degree.
  • Minimum 15 years of experience working in environments that include program management, portfolio management, project management, business process analysis, and organizational change management.
  • Minimum 15 years of experience applying Project Management Institute (PMI) principles and supporting Lean IT, Agile, DevOps, and ITIL practices in operational environments.
  • Minimum 10 years of progressive experience in IT service delivery, program management, or value management roles.
  • Ability to obtain a Public Trust Clearance. 

Preferred Qualifications:

  • Prior experience supporting the National Institutes of Health (NIH), including NIAID or other NIH Institutes and Centers.
  • Relevant professional certifications may include, but are not limited to:
    • Organizational Change Management certification
    • Agile, Lean, or Program Management certifications
  • Strong analytical and problem-solving skills, with the ability to translate data into actionable insights.
  • Excellent written and verbal communication skills, including experience presenting to senior executive and government leadership.

NTT DATA provides a reasonable range of compensation for specific roles. The starting pay range for this role is $127,792 - $212,988. Actual compensation will depend on a number of factors, including the candidate's relevant experience, technical skills, and other qualifications. This position may also be eligible for incentive compensation based on individual and/or company performance. If the position offered in temporary, the position will not be eligible for incentive compensation. This position is eligible for company benefits including medical, dental, and vision insurance with an employer contribution, flexible spending or health savings account, life and AD&D insurance, short and long term disability coverage, paid time off, employee assistance, participation in a 401k program with company match, and additional voluntary or legally-required benefits.
