Position: Project Manager

Duration: 3 years

Location: New York, NY (Onsite from day 1)

Total Estimated Project Hours: 5544

Working hours: 35 hours per week

Special Requirements:

Consultants will not be compensated for lunch or mealtime holidays, vacations, or sick leaves taken by the consultant during the engagement. No overtime or schedule differentials premiums will be paid to Contractor for Consultants that perform work after/outside of Business Hours. All hours worked will be paid in accordance with the Hourly Bill Rate the Consultant’s labor category. Unless otherwise pre-approved in writing by the DOT reporting manager, the consultant cannot work more than 35 hours per week.

Consultants must be able to work in person from DOT location at 55 Water Street, 7th Floor, New York, NY 10041, complying with New York City and DOT policies.

Project Description:  

The NYC DOT IT Project Management Office specializes in developing multiple large scale, workflow software applications that improve the efficiency and efficacy of the NYC DOT business teams that perform operations such as permitting, inspections, roadway repair, bridge maintenance and street sign management. Some examples of projects that the IT PMO has recently initiated are: an application that allows restaurants to apply for the new outdoor dining license program, and allows DOT staff to review, approve, and deny the outdoor dining license requests; an application that allows the roadway repair team to track the bike lane installation and resurfacing work they do; an application to track the work required to perform installation of pavement markings, and renewal of pavement markings that are fading; a workflow and asset management system used to manage the installation and replacement of signs on the streets of New York City, and to document the current and historical inventory of signs by location; and a workflow system that is used to manage the preventative and unplanned New York City bridge and infrastructure maintenance. The selected Project Manager will assist the IT PMO with implementing projects similar to the applications previously mentioned above.

Services Desired:

DOT seeks an experienced Project Manager Consultant who will be expected to:

  • Lead in-house as well as consultant development teams, in addition to performing the following work:
  • Define project scope, develop schedules, monitor budget/costs, goals and deliverables in collaboration with stakeholders and senior management.
  • Apply project management concepts, principles, and practices for delivering tactical or strategic projects that are high in complexity.
  • Serve as an expert and authority regarding computer application development for programs of varying degrees of complexity and specialization.
  • Monitor project activities and resources in order to mitigate risk.
  • Supervise programming staff engaged in work involving computer application development.
  • Ensure on-time and on-budget completion of projects. Implement or maintain quality assurance processes.
  • Suggest/understand available technology options to satisfy current and future business needs. o Create and maintain strategic partnership between business needs and technology delivery. o Effectively communicate project expectations to team members and stakeholders in a timely and coherent fashion.
  • Ensure successful completion of solution implementations utilizing strong leadership, project and resource management skills. o Create and maintain application development project plans that communicate tasks, milestone dates, status and resource allocation.
  • Set up Software Development Life Cycle (SDLC) processes following standard development methodologies (Agile Scrum/Waterfall/RUP)
  • Brainstorm/communicate solution ideas with the team, clients, and management to ensure all stakeholders are engaged and are part of the solution. o Possess expertise in using project management tools such as MS-Project, Project Server, Jira , Primavera, Azure Dev Ops and/or Microsoft Visio.
  • Thoughtfully recommends changes, monitor Change Management Plan, ensure Quality Management Plan is followed, regularly reviews project performance metrics and generates reports that reveal project status, efficacy, forecasts needs and highlights deficiencies.
  • Proactively identify stakeholder points of conflict and potential project issues while identifying project risks & issues to minimize project performance impacts.
  • Accurately predicts time required to complete tasks.

MANDATORY SKILLS/EXPERIENCE:

Minimum of 10 years’ experience in overseeing medium to large scale projects with distinct deliverables and multiple work streams; adept at coordinating and delegating assignments for project teams numbering over 15; skilled in acting as the point of contact for the Requesting Agency regarding project status, meetings, reporting requirements, scope changes, and financial, administrative, and technical issues and concerns raised by consultant staff or the Requesting Agency.

Preferred Skills/Experience for Consultant Candidates:

  • Master’s Degree or equivalent, in management, engineering and/or technology related field preferred.
  • Possess PMP Certification in Project Management
  • Excellent decision-making and problem-solving skills.
  • Good communication, presentation, and leadership skills.
  • Team player who can establish excellent working relationships with peers and other teams.
  • Ability to work on multiple work streams as team lead.
  • Ability to understand business requirements and estimate for delivery commitments.
  • Utilize application development environments, tools and methodologies across multiple platforms.
  • Experience using Microsoft Office Applications.
  • Knowledge of at least one programming language and platform.
  • Expertise and knowledge of building large-scale information systems.
  • Knowledge of GIS tools and map integration.
  • Experience in working in Wireless/Mobile/Disconnected architecture/applications.
  • Prior experience in federal/state/local government projects.
  • Prior experience working with asset management system development.
