Position Details
The Payroll Administrator is responsible for the weekly processing of payroll, maintenance of all records, union fringes & dues reporting, compliance with Davis Bacon & NYS Prevailing Wage Requirements, preparation of certified payrolls, preparation of all government reporting, administering non-union benefits and responding to audits. Also includes some non-payroll duties.
Key Payroll Responsibilities
Onboard new employees and complete necessary government reporting
Setup and maintain compliant employee files
Setup payroll information for each job to ensure appropriate prevailing wage and union reciprocity
Setup and maintain union craft wages database in payroll system
Understand all union collective bargaining agreements and regularly update comparison chart.
Collect time sheets weekly
Ensure accurate posting of hours to payroll system
Analyze and review timecards to ensure compliance with union rules and legal requirements
Ensure consistent interpretation of union rules and hours issues
Ensure compliance with prevailing wage requirements – both NYS and Davis Bacon
Process payroll and review for accuracy
Print and distribute payroll checks and process direct deposits
Deposit federal and state payroll taxes in compliance with all due dates
Prepare and distribute certified payroll reports
Reconcile all payroll GL accounts monthly
Prepare all union fringe benefits and dues reports timely and coordinate payment with accounts payable
Prepare all required quarterly and annual government reports
Complete annual reconciliation of all payroll accounts
Prepare W-2s and ACA forms
Timely respond to audit requests from union benefit funds and government agencies
Track vacation time utilization for non-union employees
Administer benefits for non-union employees
Annually update payroll procedures in response to new provisions in collective bargaining agreements
Annually update all rates in payroll system in response to annual CBA increases and changes in prevailing wage
Track subcontractor certified payrolls and ensure subcontractor compliance with prevailing wage requirements
Administer any other necessary payroll and benefits related tasks
Other Roles/Responsibilities
General office tasks
Plan company Christmas party
Manage distribution of Christmas hams every year
Assist safety director with planning of annual company safety meeting
Manage all DMV compliance
Keep updated list of vehicles and trailers
Register new vehicles and trailers
Renew registrations and permits for all vehicles and trailers
Manage all company DMV interactions

Bachelor’s or associate degree in accounting
2-5 years of bookkeeping experience
5-10 years of payroll experience (construction experience is preferred)
Experience with payroll software (vista by viewpoint is preferred)
Experience with prevailing wage requirements
Experience with union payroll
Strong proficiency with Microsoft Office products, including Excel, Word, and Outlook
Strong proficiency with Adobe Acrobat
Experience with construction accounting software (Vista by Viewpoint is preferred)
Strong Business writing and communication kills
Strong organizational skills
