Job description

Job Title: Certified Payroll Specialist
Location: Jurupa Valley, CA (Fully Onsite)
Pay: $30-34/hour
Employment Type: Contract-to-Hire
Start Date: ASAP
Position Overview
We are seeking an experienced Certified Payroll Specialist to support a high-volume, fast-paced environment within the construction industry. This role will be responsible for full-cycle payroll processing with a strong focus on certified payroll and prevailing wage compliance across multiple states.
Key Responsibilities
Payroll Processing
• Administer full-cycle, multi-state payroll for 600-700 employees
• Audit automated and manual timecards for accuracy prior to processing
• Calculate wages, tax withholdings, deductions, bonuses, and union fringes
• Process terminations, manual checks, and payroll adjustments as needed
• Export and import timecard data between timekeeping and payroll systems
• Review and enter labor allocations reported on timecards
• Respond to employee inquiries regarding payroll, deductions, and discrepancies
Certified Payroll & Compliance
• Prepare and submit certified payroll reports in compliance with federal, state, and local prevailing wage laws
• Ensure timely and accurate submission of contractual and compliance-related payroll documentation
• Upload certified payroll and compliance documentation into project tracking systems
• Review initial job packets for prevailing wage and certified payroll requirements
• Process and review subcontractor certified payroll documentation
• Maintain compliance with union and non-union payroll regulations
• Process monthly union fringe reports for payment
Reporting & Coordination
• Collaborate with internal teams including HR, accounting, and project management to ensure accurate payroll data
• Coordinate with external stakeholders such as general contractors, subcontractors, unions, and government agencies
• Assist with month-end and year-end payroll processing, reporting, and reconciliations
• Maintain accurate payroll records and support audits as needed
• Ensure confidentiality of employee and payroll information
Qualifications
• Strong knowledge of certified payroll and prevailing wage requirements
• Experience with union and non-union payroll environments
• Current knowledge of federal and state wage and hour laws and payroll taxation
• Ability to manage multiple priorities in a fast-paced, deadline-driven environment
• Strong analytical, problem-solving, and organizational skills
• Excellent communication and interpersonal skills
Pay Details: $30.00 to $34.00 per hour
