This position is at the National Credit Union Administration (NCUA) in the Office of Human Resources. This position serves as a Human Resources Specialist managing the full range of human resources functions in recruitment, staffing and placement, position classification and position management.

As a Human Resources Specialist (Staffing & Classification), you will:
  • Provide strategic HR consulting across recruitment, staffing, placement, classification, position management, and pay setting for executives, managers, and employees.
  • Manage end-to-end recruitment and onboarding using USA Staffing, working with managers to define competencies, develop assessments, and craft effective vacancy announcements. Oversee a streamlined, comprehensive onboarding experience for new hires.
  • Resolve highly complex and sensitive recruitment, staffing, and classification issues, applying laws, regulations, and precedents to determine effective solutions.
  • Partner proactively with hiring managers to design recruitment strategies, develop job analyses and assessments, and attract high-quality diverse talent; manage full-cycle hiring and onboarding through USA Staffing.
  • Perform advanced classification and position management work, including agency-wide studies, reorganizations, desk audits, and evaluation of complex positions using NCUA and OPM standards.

Qualifications
Specialized Experience
Specialized experience is the experience that has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.
To qualify at the CU-13 grade level, you must have at least one full year of specialized experience equivalent to the CU/GS-12 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as experience in all of the following:
1.) Providing the full range of operational federal civilian recruitment and staffing including: developing job analyses, drafting vacancy announcements, conducting qualification analysis;
AND
2.) Performing classification to include writing position descriptions and advising management in the development of position descriptions;
AND
3.) Conducting training related to staffing and classification topics.
To qualify at the CU-12 grade level, you must have at least one full year of specialized experience equivalent to the CU/GS-11 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as experience in all of the following:
1.) Providing the full range of operational federal civilian recruitment and staffing including: developing job analyses, drafting vacancy announcements, conducting qualification analysis;
AND
2.) assisting in the classification process to include assisting managers in developing position descriptions and in the evaluation or analysis of positions to determine appropriate grade, occupational series and position title.

SALARY: Pay will be set within the advertised pay range to align with the selectee's skills and experience and the requirements of the position in accordance with NCUA's compensation policy.
