Job description

HGA is seeking a Deputy Program Director to support operations in Baton Rouge, LA. The Deputy Program Director supports the Program Director in the day-to-day management and execution of CDBG-DR funded Single-Family Housing Rehabilitation and Reconstruction programs. This role is responsible for overseeing core program functions-including eligibility determinations, income verification, inspections, environmental reviews, compliance, and production operations-to ensure efficient, accurate, and compliant delivery of homeowner assistance.
The Deputy Program Director serves as an operational leader, ensuring program policies are implemented effectively, performance targets are met, and risks are proactively managed.
Key Responsibilities
Program Operations & Execution
• Support the Program Director in overseeing daily program operations across eligibility, construction, compliance, and closeout functions.
• Coordinate cross-functional teams to ensure smooth workflow from application intake through project completion.
• Monitor production pipelines, identify bottlenecks, and implement process improvements.
• Ensure adherence to program SOPs, timelines, and performance benchmarks.
• Act on behalf of the Program Director in their absence as needed.
Eligibility & Income Verification Management
• Oversee intake, eligibility review, and award calculation processes.
• Ensure accurate and compliant income verification
• Ensure compliance with Low-to-Moderate Income (LMI) national objective requirements.
• Oversee duplication of benefits (DOB) calculations and documentation.
• Implement and manage quality control (QC) reviews to minimize eligibility errors and findings.
• Supervise eligibility teams and provide technical guidance on complex cases.
Compliance & Quality Assurance
• Support implementation of compliance frameworks aligned with HUD CDBG-DR regulations and Federal Register requirements.
• Oversee file review processes to ensure audit-ready documentation.
• Monitor adherence to environmental, Fair Housing, Section 3, and other federal requirements.
• Identify compliance risks and implement corrective actions.
• Prepare for and support HUD and client monitoring reviews.
Construction & Program Coordination
• Coordinate with construction and inspection teams to align eligibility approvals with project starts.
• Ensure eligibility, environmental clearance, and DOB determinations are completed prior to construction.
• Track progress of rehabilitation and reconstruction projects and flag risks to schedule or budget.
• Support resolution of escalated homeowner or contractor issues.
Team Leadership & Development
• Supervise managers and team leads across eligibility, intake, and compliance functions.
• Provide training and technical guidance on HUD requirements and program policies.
• Foster a culture of accountability, quality, and customer service.
• Support workforce planning to meet production demands.
Qualifications
• Bachelor's degree in Public Administration, Business, Urban Planning, or related field.
• 7+ years of experience in disaster recovery, housing programs, or federally funded grants.
• Direct experience with CDBG-DR or similar HUD-funded programs strongly preferred.
• Experience managing teams in a high-volume, compliance-driven environment.
• Strong organizational, problem-solving, and communication skills.
