Position Overview
PACO Group (PACO) is seeking an experienced Senior Structural Engineer (Level VII-VIII) to provide planning, conceptual design, and scope-development support for the MTA Construction & Development Bridges and Tunnels Business Unit. The position will lead early-phase engineering efforts for bridge and tunnel infrastructure projects, including field assessments, conceptual analyses, and cost estimating. This role is integral to the front-end definition of public infrastructure projects-developing conceptual designs, design criteria, and preliminary cost estimates that guide downstream design and construction phases. The Senior Structural Engineer will apply broad technical expertise to assess existing bridge and tunnel conditions, identify required modifications or strengthening, and prepare conceptual engineering documentation in accordance with MTA C&D procedures and standards.
Key Responsibilities
• Lead the planning, conceptual design, and scope development of bridge and tunnel infrastructure projects.
• Conduct site assessments, document existing conditions, and identify structural constraints or deficiencies.
• Review as-built drawings, shop drawings, and technical reports to develop conceptual solutions.
• Perform structural analyses and engineering calculations to evaluate design feasibility and compliance.
• Develop conceptual drawings, reports, and preliminary engineering cost estimates.
• Identify potential needs for strengthening or modifying existing bridge components.
• Coordinate with B&T staff, consultants, and stakeholders to align design and scope objectives.
• Prepare clear, concise technical documentation summarizing analyses, assumptions, and design intent.
• Attend progress meetings and provide technical input on project scope, risks, and constraints.
• Utilize AutoCAD or MicroStation to develop conceptual plans and Bluebeam for review markups.
Work Environment and Schedule
• The Senior Structural Engineer will be based primarily at 2 Broadway, New York, NY 10004, with field visits to bridge and tunnel sites as required.
• Day and night shifts may be required during site visits, inspections, or structural assessments.
• Regular coordination with MTA Bridges and Tunnels staff and related departments.
• Ability to handle field assignments and travel between job sites within the New York metropolitan area.
• Occasional travel may be required for meetings, site visits, or coordination sessions with clients and subcontractors across multiple facilities or regions.
• Typical working hours are 7:00 AM-3:30 PM or 8:00 AM-4:30 PM, Monday through Friday, with occasional weekend work as needed.
Minimum Qualifications
• Bachelor's Degree in Civil or Structural Engineering required.
• Minimum 8 years of civil/structural design experience.
• Minimum 5 years of management or supervisory experience.
• New York State Professional Engineer (PE) license required.
• Proven experience in developing project scopes, design criteria, and technical specifications.
• Advanced technical expertise, strong coordination skills, and familiarity with MTA and other public-agency standards.
Preferred Qualifications
• Master's degree in civil or structural engineering.
• Experience working with the MTA or other public agencies such as Port Authority, NJ Transit, or NYSDOT.
• Familiarity with MTA C&D design procedures and documentation standards.
• Knowledge of AASHTO, NYSDOT, and NYC Building Code structural design standards.
• Experience coordinating multi-discipline teams and client interface activities.
• Advanced analytical or load-rating experience a plus.
Skills & Competencies
• Strong technical proficiency in structural analysis, conceptual design, and constructability review.

• Excellent written and verbal communication skills; strong technical report writing ability.

• Demonstrated ability to plan work, manage competing priorities, and meet deadlines under limited supervision.
Compensation
• The good-faith salary range for this position is $75-$80 per hour, depending on experience, qualifications, and client requirements.
• Candidates with greater depth of experience or specialized expertise may fall toward the higher end of the range, and exceptional candidates may be considered for compensation outside of this range, consistent with client budget and company policy.
