Office of the Metropolitan Transportation Authority Inspector General:ย 
The Office of the Metropolitan Transportation Authority (MTA) Inspector General (OIG) reviews and investigates the operations of the MTA and its contractors. The MTA, which employs over 70,000 people, includes among other entities, New York City Transit, the Long Island Rail Road, Metro-North Railroad, MTA Bridges & Tunnels, Staten Island Rapid Transit, and MTA Construction & Development.
Position Summary:ย 
This position will be part of the OIGโ€™s mission to provide oversight of the multibillion-dollar capital program at the MTA. Construction oversight staff also investigate allegations of wrongdoing or fraud and conduct proactive reviews to identify and uncover waste and mismanagement by MTA or its contractors. The Capital Construction Oversight Specialist will assist with these efforts.ย  This person will participate in evaluating the MTAโ€™s maintenance and capital construction programs, including the design, procurement, budgeting, management, and construction.
Duties and Responsibilities:ย 
  • Assists with the reviews of the MTA capital construction contracts, processes, procurement, billings, and management to identify fraud and abuse.ย 
  • Identifies risk, mismanagement, and safety concerns and formulates impactful recommendations to address the problems found.ย 
  • Works with a team on planning, conducting, and reporting on investigations and reviews regarding the MTAโ€™s capital construction and maintenance programs.ย 
  • Participates with staff in interviews of agency personnel, vendors, and contractors who conduct business with the MTA and other persons of interest.ย 
  • Analyzes contracts, billings, inspection records, payroll and other electronic or paper records in furtherance of audit or investigation objectives.ย 
  • Drafts written memoranda of interviews, investigative efforts, and other relevant work products.ย 
  • Authors and assists in the preparation of reports identifying recommendations and conclusions.ย 
  • Testifies in administrative hearings and other court proceedings as required.ย 
  • Develops and maintains professional working relationships and continually gains knowledge of evolving MTA and MTA agency operations.ย 
Qualifications / Relevant Experience:ย 
  • A Bachelorโ€™s degree (in fields such as construction management, engineering, architecture, business, public administration, accounting) and three years of experience OR a license in a trade and five years of relevant experience.ย 
  • Demonstrated analytical skills, critical thinking skills, impartial judgment, and investigative/research aptitude.ย 
  • Experienced in conducting interviews of field personnel as well as management.ย 
  • Experienced in gathering and analyzing information.ย 
  • Ability to write professionally.ย 
Valuable knowledge and experience (preferred, but not required):
  • Experience working in the constructionย industry or a project management capacity.ย  Knowledge of public sector procurement, contracts, protocols, policies and procedures.ย 
  • Knowledge of capital budgeting and estimating.ย 
  • Knowledge of applicable local, state, and federal statutes, rules, and regulations.ย 
  • Knowledge of safety and OSHA requirements.ย 
  • Familiarity with basic design and construction processes, drawings, means and methods and organizational structures preferred.ย 
  • Experience with data analytics, preferably within the construction/engineering industry.ย 
Position Requirements:
  • Travel within the MTA geographic jurisdiction.ย 
  • Ability to conduct site visits to active construction sites and safely traverse active transportation facilities.ย 
  • Ability to work outside of regular business hours as required.ย 
  • Position is eligible for hybrid teleworking according to office policies.ย
