Job description

This position is located in Roundhill, Virginia at the Mount Weather Emergency Operations Center (MWEOC). The ideal candidate is highly self-motivated and reliable with an extensive background in performing program specialist duties with attention to detail, an ability to multi-task, and knowledge of government requisition and contracting procedures, and experience utilizing Microsoft products and travel systems.
Qualifications:

The qualification requirements listed below must be met by the closing date of this announcement.
To qualify for this position at the GS-11 level, you must possess one full year of specialized experience equivalent to at least the GS-09 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:

  • Experience in organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in protection, security or other emergency service-related activities; AND
  • Experience utilizing computer applications such as Microsoft Word, Excel, and PowerPoint; AND
  • Skill in verbal and written communications, gathering and conveying information, making verbal presentations, and preparing reports, correspondence, and other written materials.


OR
The successful completion of a Ph.D. or equivalent doctoral degree or at least three full years of progressively higher-level graduate education leading to such a degree or LL.M. in a related field (Transcript required).
OR
Possess a combination of specialized experience, as described in the vacancy announcement, and related graduate level education, beyond the first two years of graduate level study, that when combined, meet the qualification requirements for this position (Transcript required).
To qualify for this position at the GS-12 level, you must possess one full year of specialized experience equivalent to at least the GS-11 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:

  • Experience in developing policy statements, procedures, technical data sheets, and providing advice and/or evaluation for protection, security, or other emergency service-related program(s); AND
  • Experience in government procurement/acquisition or contracting policies and procedures; AND
  • Experience serving as a Level II Contract Officer Representative; AND
  • Experience assisting in the execution of a program budget.
