Job description

Job Summary
This position is located in the Office of the Director, Department of Public Works (DPW). DPW provides municipal services in two distinct program areas; environmental services/solid waste management and parking enforcement. Both contribute to making District streets and public spaces clean, safe, attractive and accessible.
The incumbent is responsible for planning, coordinating, directing, and executing the district's comprehensive snow and weather emergency response program. The incumbent also supports agency-wide emergency preparedness, continuity of operations planning, disaster recovery, safety initiatives, and emergency management functions to ensure continuity of essential services during emergencies and disaster events.
Duties and Responsibilities
Plans, develops, executes, and evaluates a comprehensive weather emergency management program to ensure organizational preparedness and effective response during designated weather emergency events. Establishes and implements policies, procedures, operational requirements, equipment and resource strategies, and workforce plans, including staffing and manpower requirements. Collaborate with a broad range of internal and external stakeholders to coordinate emergency management activities, resolve operational challenges, and support informed decision-making. Maintains productive working relationships with agency representatives and senior leaders across District, state, local, Federal, and private-sector organizations. Exercises sound judgment, discretion, and diplomacy in managing sensitive issues, facilitating cross-functional coordination, and ensuring the successful execution of snow emergency operations and related program initiatives. Analyzes statistical data, historical trends, operational performance metrics, and stakeholder feedback to develop performance standards, identify opportunities for improvement, and implement operational enhancements that increase program effectiveness and efficiency.
Manages the implementation of safety, emergency preparedness, and weather response projects designed to enhance agency operational capabilities through strategic, operational, and tactical planning efforts. Develops, coordinates, and executes training programs, exercises, and preparedness initiatives in alignment with District preparedness, emergency management, and recovery guidance. Serves as the Department's Disaster Recovery Coordinator and Recovery Planner and represents the agency on District recovery committees and working groups. Coordinates emergency preparedness activities with District emergency management partners to ensure readiness for weather-related emergencies and other incidents affecting agency operations.
Qualifications and Education
Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
Work Conditions/Environment
The work is performed in a typical office setting which is adequately lighted, heated, and ventilated. This incumbent will be responsible for coordinating and implementing a comprehensive citywide snow removal and disposal. They will be required to be out in the daily elements during designated inclement weather emergencies.

Collective Bargaining Unit (Non-Union): This position is not in the Collective Bargaining Unit
Duration of Appointment: MSS At-Will. Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Position Designation: This position has been designated as Safety sensitive position. The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel regulations, Suitability. This incumbent will be responsible for coordinating and implementing a comprehensive citywide snow removal and disposal. They will be required to be out in the daily elements during designated inclement weather emergencies. Employees in safety sensitive positions shall be subject to random drug and alcohol testing. Such employees shall be placed in a random drug and alcohol testing pool.
Essential Designation: This position has been designated as an essential employee position under the provisions of the District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Critical District government operations cannot be suspended or interrupted during emergency situations.
Residency Requirement Statement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
