Role Summary: The Cloud ERP Testing Project Manager (Project Length: 12+ Months) will lead all testing activities for the District Government's PASS Modernization Project, which is transitioning from an on-premise procurement management system to a new cloud-based solution. The selected candidate will manage test planning, scripting, coordination, execution, and reporting while aligning testing activities with PMO objectives and timelines.
Key Responsibilities:
  • Lead the full testing lifecycle including test plan creation, test script development, test execution coordination, and results documentation.
  • Oversee testing processes for System Integration Testing (SIT), User Acceptance Testing (UAT), and post-go-live validation.
  • Manage project schedules, ensuring all milestones and deliverables are met on time.
  • Prepare project documentation and maintain version control for all testing artifacts.
  • Coordinate weekly status updates and report project metrics to the PMO.
  • Create executive-level presentations using Microsoft PowerPoint to communicate testing progress and outcomes.
  • Organize and manage digital workspaces in Microsoft Teams and SharePoint for collaboration and document storage.
  • Lead the defect management process including issue reporting, resolution tracking, retesting, and documentation.
  • Collaborate with cross-functional teams to identify, track, and resolve technical issues.
  • Ensure compliance with government standards, quality assurance policies, and project methodologies.
  • Translate project goals into actionable testing plans and execution steps.
  • Facilitate project and PMO meetings, capturing key decisions and action items.
  • Execute RAID (Risks, Actions, Issues, Decisions) management alongside change and communication workflows.
  • Support organizational readiness through resource alignment, stakeholder communication, and training coordination.
  • Maintain effective collaboration with project managers, PMO members, and testing teams to ensure project alignment.
Required Qualifications:
  • Bachelor's degree in Information Technology or related field (or equivalent experience).
  • Minimum 16 years of experience managing testing for large and complex IT projects.
  • Minimum 10 years of experience with Agile Scrum methodologies, including sprints, roadmaps, SIT, and UAT.
  • Extensive experience with cloud ERP automated testing tools (Selenium, Tricentis, Test Evolve, Opkey, or Leapwork).
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Strong background in leadership and decision-making for diverse teams (on-site and remote).
  • Excellent written and verbal communication skills with the ability to present technical information clearly.
  • Must be willing to work on-site 4 days a week in Washington, DC.
Preferred Qualifications:
  • PMP certification.
  • Experience with Microsoft SharePoint and Teams.
  • Experience managing testing for cloud ERP systems.
