Job description
Oversees delivery of Process Control, Instrumentation, and Analyzer scope within the refinery capital project portfolio. Provides leadership, technical direction, and resource planning to ensure successful front-end design and execution of capital projects while maintaining alignment with site strategy, standards, and long-term system lifecycle plans.
ESSENTIAL JOB DUTIES/RESPONSIBILITIES: (functions considered essential as defined by ADA)
- Maintains ongoing awareness of refinery capital project portfolio, ensuring effective planning, prioritization, and execution of process control, instrumentation, and analyzer scope
- Leads and supervises a team of engineers and specialists supporting capital projects, jointly establishing work delivery expectations and individual development plans
- Plans and coordinates internal and contract resources to support front-end engineering design and project execution activities across multiple concurrent projects
- Provides technical leadership and oversight for project scope including control systems, instrumentation design, analyzers, IPF/SIS considerations, and related data/indexing systems
- Coordinates closely with assigned Project Managers (outside the department) to ensure PCIS scope is clearly defined, estimated, scheduled, and executed in alignment with overall project objectives
- Manages embedded contractors and engineering service providers performing design and implementation work, ensuring quality, consistency, and adherence to company and site standards
- Provides discipline technical assurance for all project work within scope, directly and through team members, consistent with site assurance processes and management systems
- Serves as a key interface with Operations, Maintenance, Technical, and external suppliers to ensure successful integration of projects into existing refinery systems
- Leads long-term planning for control system lifecycle management, including major initiatives such as Distributed Control System (DCS) migrations (e.g., Honeywell TDC to Experion)
- Develops and stewards multi-year plans for control system and instrumentation obsolescence, upgrades, and strategic investments
- Ensures application of industry standards, company standards, and site-specific practices in all project designs and implementations
- Supports Management of Change (MOC) processes as a reviewer/approver for discipline-related project modifications
- Works closely with other PCIS Team Leads (Process Control, Instrumentation, OT Systems) to ensure consistency in technical approach, standards, and execution
- Supports turnaround and shutdown planning by identifying and integrating capital and improvement project opportunities
- Special assignments or tasks assigned by supervisor
A minimum of ten years engineering experience in a refinery or functionally similar environment is required, with a minimum of five years experience in process control, instrumentation, or related disciplines. Experience supporting or executing capital projects and coordinating engineering resources is required.
A minimum of a Bachelor's degree from an accredited institution is required (Chemical or Electrical Engineering preferred). Relevant experience may be considered in lieue of degree.

Responsible for supervision of a team of technical professionals supporting capital projects. Oversees embedded contractors, engineering firms, and vendors performing front-end engineering, design, and implementation work. Accountable for resource planning, work prioritization, and team development.
Primarily office environment, with occasional field-based work and up to 20% travel by land and air required. Petroleum refinery, warehouse/plant environment, out-of-doors environment, including but not limited to chemicals, pressure vessels, tanks, rotating/mechanical equipment, electrical equipment, computer equipment, and working in confined spaces. Subject to all temperatures and varying weather conditions. Work outside of traditional daytime/weekday schedule will be required during some periods. Off-hours support on call will be required at times, and this may require reporting to the facility off hours.
