Extraordinary Projects, Exceptional Performance

DESCRIPTION:

As a Mining Estimating Manager at Frontier-Kemper, you will have the opportunity to be responsible for leading and overseeing estimating activities for mining and underground construction projects. This role ensures the preparation of accurate, competitive cost estimates for proposals, bids, and budgeting efforts while supporting project feasibility, financial performance, and strategic growth.

The position requires strong leadership, technical expertise in mining methods, and the ability to collaborate cross-functionally with engineering, operations, and executive teams.

  • Lead and manage the estimating function for mining and heavy civil projects, including underground mining, tunneling, and shaft work

  • Prepare and review detailed cost estimates for labor, materials, equipment, subcontractors, and indirect costs

  • Analyze drawings, specifications, geotechnical reports, and contract documents to determine project scope and pricing strategy

  • Develop conceptual, budgetary, and final estimates across all project phases (scoping, feasibility, bid)

  • Direct quantity take-offs and production-based estimating for complex mining operations

  • Coordinate with project managers, engineers, and field operations to validate construction methods, productivity rates, and schedules

  • Evaluate subcontractor and vendor proposals for scope coverage, pricing accuracy, and risk exposure

  • Lead bid strategy development, pricing reviews, and proposal submissions

  • Identify project risks and opportunities, including cost escalation, logistics challenges, and site-specific constraints

  • Present and defend estimates to senior leadership, clients, and stakeholders

  • Maintain historical cost data and benchmarking tools for future estimates

  • Drive continuous improvement in estimating processes, tools, and accuracy

  • Ensure compliance with company standards, safety requirements, and contractual obligations

REQUIREMENTS:

  • Bachelor's degree in Mining Engineering, Civil Engineering, Construction Management, or related field

  • 8+ years of progressive estimating experience in mining, underground construction, or heavy civil projects

  • 5+ years of leadership or management experience preferred

  • Proven track record of successful bid development and cost control

  • Strong knowledge of mining methods, underground construction, and heavy civil operations

  • Expertise in cost estimating, budgeting, and financial analysis

  • Ability to perform detailed quantity take-offs and production-based estimates

  • Experience with estimating and project software
