Military Program Manager information

What is a military program manager?

Military Program Managers are professionals responsible for overseeing and coordinating defense-related projects and programs within the military or for government contractors. They manage budgets, schedules, personnel, and deliverables to ensure projects meet strategic objectives and comply with regulations. Their role often involves liaising between military leadership, contractors, and other stakeholders to ensure successful execution of complex programs. Strong leadership, communication, and problem-solving skills are essential in this position.

What are the key skills and qualifications needed to thrive as a military program manager?

To thrive as a Military Program Manager, you need strong project management expertise, leadership experience, and a background in military operations or defense contracting, often supported by a relevant degree and security clearance. Familiarity with tools like Microsoft Project, Earned Value Management Systems (EVMS), and certifications such as PMP are typically required. Exceptional communication, problem-solving, and adaptability are crucial soft skills for managing cross-functional teams and complex defense projects. These skills and qualifications are essential for ensuring mission success, maintaining compliance, and delivering projects on time and within budget in a high-stakes environment.

What are some common challenges faced by military program managers when coordinating cross-functional teams?

Military Program Managers often work with diverse teams composed of military personnel, civilian contractors, and government stakeholders. One common challenge is aligning priorities and communication styles across these varied groups to ensure project milestones are met. Additionally, navigating strict security protocols and compliance requirements can add complexity to collaboration. Effective program managers proactively foster clear communication, set expectations early, and build strong relationships to address these challenges and keep projects on track.

Job description

Senior Program Manager

On-site in New York, NY

Our client seeks a Senior Program Manager to lead a new, highly visible financial services program through multi-phase delivery. Operating within an Agile pod structure, this role will partner with the Product Owner, Business Analyst, and Technology to align on product vision, business rationale, solution design, delivery progress, and emerging issues. The Senior Program Manager will drive integrated planning, program-level risk and dependency management, governance, and executive visibility to ensure alignment, timely decisions, and coordinated delivery across workstreams.

Due to client requirements, applicants must be willing and able to work on a w2 basis. For our w2 consultants, we offer a great benefits package that includes Medical, Dental, and Vision benefits, 401k with company matching, and life insurance.

Rate: $85.00 to $89.00/hr. w2

Responsibilities:
  • Own the program's critical path and milestone baseline across all workstreams. Monitor progress, evaluate forecast changes, and initiate recovery actions when delivery is at risk.
  • Lead program governance cadence. Maintain decision, risk, issue, and dependency visibility. Confirm ownership and commitments, intervening when accountability gaps threaten delivery.
  • Lead cross-functional delivery forums across product, technology, operations, external partners, and stakeholders to resolve dependencies, align milestones and readiness, secure decisions, and maintain delivery commitments.
  • Maintain the integrated delivery view across Agile pods, connecting team plans through cross-pod milestones, dependencies, release readiness, and forecast changes.
  • Produce concise weekly program reporting and leadership materials that communicate progress, forecast changes, key decisions, and risks and dependencies requiring attention.
  • Mentor and oversee the Junior PMO by delegating logistics and coordination tasks and reviewing outputs.
Experience Requirements:
  • 8+ years leading complex, multi-workstream programs in financial services or another regulated environment.
  • Proven expertise in integrated planning, critical-path and milestone management, governance, risk and dependency management, and executive reporting.
  • Strong judgment in managing risks, issues, dependencies, and decisions, including effective escalation.
  • Executive communication and influence with the ability to distill complex information into clear recommendations, decisions, and actions.
  • Experience coordinating delivery across multiple Agile pods, including cross-team planning, release readiness, and dependency resolution. Strong working knowledge of Jira, Confluence, delivery dashboards, and roadmap tools.
  • Ability to build sufficient product and operating-model knowledge to challenge assumptions, connect delivery activity to intended outcomes, and communicate implications accurately without owning product decisions.
  • Proactive, pragmatic, and adaptable delivery leadership that applies proportionate governance and drives stakeholder decisions.

Skills, experience, and other compensable factors will be considered when determining pay rate. The pay range provided in this posting reflects a W2 hourly rate; other employment options may be available that may result in pay outside of the provided range. W2 employees of Eliassen Group who are regularly scheduled to work 30 or more hours per week are eligible for the following benefits: medical (choice of 3 plans), dental, vision, pre-tax accounts, other voluntary benefits including life and disability insurance, 401(k) with match, and sick time if required by law in the worked-in state/locality.
