Job description

Position Title: Acquisition Subject Matter Expert
Location: Onsite in Washington D.C
Clearance Requirement: Active Top Secret required (TS/SCI preferred or ability to obtain SCI)
U.S. Citizenship required: This position requires an active or the ability to obtain a Top Secret clearance as mandated by government contract
OMNI is seeking a seasoned Acquisition Subject Matter Expert (SME) to provide high-level strategic counsel and advisory support across portfolio-wide and program-specific acquisition activities. This role supports Senior Materiel Leaders and senior stakeholders in acquisition strategy, financial planning, regulatory compliance, and milestone execution to ensure successful outcomes across major defense acquisition programs. The ideal candidate brings deep DoD acquisition experience, exceptional strategic judgment, and demonstrated success navigating complex acquisition environments.
Key Responsibilities
Strategic Acquisition Planning
  • Support the development and execution of acquisition strategies and plans to meet mission and portfolio objectives.
  • Provide expert guidance on acquisition policies, statutory requirements, and milestone planning.
  • Ensure acquisition activities align with organizational goals and regulatory frameworks.

Advisory and Senior Counsel
  • Advise Senior Materiel Leaders on acquisition strategies, financial considerations, compliance, and decision impacts.
  • Interpret acquisition laws, policies, and regulations to ensure program alignment.
  • Assess the implications of acquisition decisions on cost, schedule, and mission success.

Program Execution Support
  • Support contract strategy development, risk management, and milestone execution for major programs.
  • Coordinate cross-functional integration across financial, technical, legal, and programmatic stakeholders.
  • Identify and mitigate acquisition risks while maintaining schedules and budget discipline.

Financial Management
  • Provide financial analysis and oversight for acquisition portfolios and programs.
  • Develop budgetary plans and funding strategies to support acquisition execution.
  • Ensure efficient allocation of resources and long-term financial sustainability.

Portfolio Oversight & Decision Support
  • Apply strategic and critical thinking to key acquisition decisions and milestone reviews.
  • Review and evaluate acquisition documentation, ensuring compliance and alignment.
  • Develop briefings, reports, and presentations for senior leadership and stakeholders.

Education:
  • Master's degree in Business, Finance, Acquisition Management, or related field.
  • Advanced certifications (e.g., DAWIA, PMP, CFA) preferred.

Experience:
  • Minimum 15+ years in acquisition, financial management, or related disciplines.
  • Proven expertise in DoD acquisition processes, statutory policy, and regulatory frameworks.
  • Experience advising senior government or defense leadership.
  • Experience in Positioning, Navigation, and Timing (PNT) or Satellite Vehicle acquisition highly preferred.

  • Deep understanding of acquisition strategy and execution.

  • Exceptional written and verbal communication abilities.
  • Ability to influence, advise, and communicate with senior leaders.
