Job description

Position Description & Qualifications Program Manager If you love high profile and challenging projects supporting our United States Military and their families, Serco has a great opportunity for you! As the Program Manager (PM) you will serve as Serco's primary point of contact for overall Military and Family Life Counseling (MFLC) program execution, ensuring compliance with contract requirements, quality standards, and customer expectations. Lead cross-functional teams delivering non-medical counseling support services, reporting, and surge/on-demand support across assigned locations.

Key Responsibilities In This Role You Will: * Provide overall leadership, planning, and day-to-day management for MFLC program performance within the assigned geographic footprint. * Serve as primary interface to the Government for performance, staffing, risk/issues, and deliverables. * Lead transition-in/transition-out activities, including staffing plans, credentialing/boarding, and continuity of services.

* Oversee recruiting, hiring, scheduling, and retention strategies for clinical and support personnel; ensure adequate coverage and backfill. * Manage subcontractors/teammates as applicable; ensure flow-down compliance and performance. * Implement and maintain quality management processes (e.g., service delivery standards, internal audits, corrective actions).

* Ensure timely and accurate reporting (status reports, metrics, staffing, training/credentialing) per contract requirements. * Coordinate with clinical leadership to ensure adherence to MFLC program guidance for non-medical counseling, consultation, and outreach. * Monitor budgets and cost controls (as applicable to contract type); support invoice review/validation and financial forecasting.

* Identify risks, develop mitigation plans, and lead resolution of operational issues affecting service delivery. * Other duties may be assigned. Required Qualifications: To Be Successful in This Role, You Will Have: * Bachelor's degree (or higher) in business, public administration, health services, behavioral health, or a related field related to the job description listed above.

* 10 years of program/project management experience supporting large, distributed service delivery contracts. * Be able to demonstrate experience managing staffing, performance metrics, and customer-facing deliverables. * Be able to demonstrate strong written and verbal communication skills; able to brief senior stakeholders.

* Ability to travel as required (anticipated: 25% within the assigned footprint). * At least five (5) years of experience with human resource management and worksite/assignment tracking, financial management, and stakeholder communications. * Demonstrate intermediate-level competencies in technology and software (i.e., Microsoft Suite, Internet navigation, Smartphone/Tablet and application navigation, video-conferencing platform navigation).

* A current DoW Secret Level Security Clearance which requires US Citizenship * Ability to demonstrate understanding, sensitivity and empathy for service members and their families. Additional Preferred Experience, Education, Certifications: * Five years of experience supervising Adult or Child/Youth counselors. * At least two years' counseling experience (within the last five years), post-licensure with current counseling competence through at least periodic, direct service counseling experience.

* At least three years' experience managing SLAs under an incentive-based contract. * An active Project Management Institute (PMI) Project Management Professional or PMI Program Management Professional (PgMP®) Certification. * Five years of experience working with a military or DoD organization(s).
