Inspector - Maintenance Engineering & Inspection - Virginia Beach, VA
Infrastructure Consulting & Engineering, LLC (ICE) is a full-service transportation design and consulting firm specializing in civil and transportation engineering services. Summary
We are hiring Junior, Mid-Level, and Senior Inspectors to support maintenance inspection for infrastructure projects in the Virginia Beach, VA area. These roles vary in responsibility based on experience but are united by the common goal of upholding quality, safety, and compliance standards in the field.
The MEI Inspector is responsible for inspecting all phases of highway construction and/or maintenance projects under the general supervision of senior or supervisory staff, ensuring quality in accordance with plans and specifications and providing a quality transportation system for the traveling public.
Role Responsibilities by Level
Junior Inspector
  • Assist with basic maintenance inspection tasks under close supervision.
  • Perform measurements, observations, and basic field tests.
  • Learn and apply VADOT procedures and safety standards.
  • Document field activities using prescribed formats and systems.
  • Support more experienced inspectors in their daily duties.

Mid-Level Inspector
  • Perform more complex field inspections independently.
  • Check engineering computations and conduct field tests.
  • Ensure maintenance contractor compliance with specifications and safety regulations.
  • Exercise independent judgment on standard field decisions.
  • Coordinate with other team members and contribute to project documentation.

Senior Inspector
  • Lead and manage field inspection teams, including oversight of junior staff.
  • Perform and document highly technical inspections.
  • Resolve field issues and recommend corrective actions.
  • Serve as liaison with clients, contractors, and Project Administrators.
  • Ensure full compliance with VADOT standards and project specifications.
  • Train and mentor less experienced inspectors.

General Responsibilities, as applicable:
  • Monitor the work of contractors to ensure quality control and contract compliance for roadway, structure, and bridge construction/maintenance projects of routine to moderate.
  • Inspects and monitors contractual field work, which includes excavations, drainage facilities, road surfaces, and structures.
  • Observes and documents Contractor's daily production rates.
  • Schedules work and inspection phases with the Contractor's superintendent and agency personnel.
  • Observes, documents and communicates with contractors regarding completion of all elements of project work, including identifying non-compliant work.
  • Takes field measurements of pay items.
  • Reviews placement of and performs tests on construction materials.
  • Reviews lines, grades, dimensions, and elevations using standard survey and field engineering equipment.
  • Oversees and enforces the installation of erosion/siltation controls, highways work zones, and traffic control devices.
  • Recommends changes to plans to meet field conditions or provide project cost savings.
  • Maintains project records.

Qualifications (All Levels)
  • Must be legally authorized to work in the U.S.
  • Fleet drivers must possess a valid driver's license and a safe driving record.
  • Must complete a pre-employment screening; ICE is a drug-free workplace.

Education & Experience Requirements
Junior Inspectors:
  • High school diploma/GED required, Associate's preferred.
  • One year of CEI/MEI experience (or relevant training).

Mid-Level Inspectors:
  • High school diploma/GED required, Associate's preferred.
  • One to three years of CEI/MEI experience.

Senior Inspectors
  • High school diploma/GED required, Associate's preferred.
  • Four+ years CEI/MEI experience and supervisory experience preferred.

General Requirements, as applicable:
  • Knowledge of roadway, structure, and bridge construction/maintenance/repair/rehabilitation methods, materials, standards, and specifications.
  • Experience with: VDOT Road and Bridge Specifications, Road and Bridge Standards, Construction Manual, Inspector Manual, and Manual for Uniform Traffic Control Devices; Construction plans, symbols, and terminology; State and federal environmental, safety, and Equal Employment Opportunity guidelines and regulations.
  • Ability to use the Project's contract management software.
  • Functional computer usage including familiarity with Microsoft Office suite software and all construction management software systems used by the Client.
  • Read and interpret roadway, structure, and bridge plans and specifications.
  • Apply mathematical formulas and field management principles to determine minor field adjustments.
  • Maintain detailed records.
  • Perform and document required materials testing.
  • Communicate with the agency and contractor personnel and the general public.
  • ICE is a drug-free workplace.
  • Asphalt Field Level I and II, Concrete Field, American Concrete Institute (Level 1), Pavement Marking (CCWA), Nuclear Gauge Training plus Hazmat, Soil and Aggregate Compaction (CCWA), Surface Treatment, Slurry Surfacing, Guardrail Installers Training, DEQ Erosion and Sediment Control Inspector Level, and DEQ Storm Water Management Inspector Level desired.

Physical Demands
This position requires minimal lifting of up to 50 pounds, sometimes on a frequent basis. The employee must be able to travel and tour work sites under adverse environmental conditions not limited to loud noise levels, high dust and dirt, and extreme temperatures. The employee must be able to visually examine construction materials and finished structures and work in various types of weather and field conditions, including heights, uneven terrain, highway traffic, hazards of highway construction sites and heavy equipment.
Expected Hours of Work
This position is full-time (40 hours per week). Office hours are from 8:00 a.m. to 5:00 p.m., Monday through Friday, allowing one unpaid hour for lunch each day. While overtime is generally not anticipated, occasional projects or deadlines may necessitate additional hours, compensated according to company policy. Flexible schedules may be available with prior approval from the immediate supervisor. Work schedules may vary based on project demands.
