JOB SUMMARY:

Oversee the workerโ€™s compensation, return-to-work and general liability claim programs for MCTS.ย  Serve as liaison and assures compliance between MCTS and third-party administrators to ensure accurate, timely and effective resolution of claims.ย  Evaluate and make recommendations on insurance coverage and workplace safety programs. Investigate, evaluate, and negotiate advanced insurance claims or workerโ€™s compensation matters.ย  Resolving complex disputes, manage high dollar settlements and ensure MCTS operations follow the state and local risk rules.

ESSENTIAL FUNCTIONS:

  • Coordinate reviews and investigate all general liability, fleet and employee injuries, incidents and accidents and work with supervisors and committees to determine causal factors. Assist in managing Third Party administratorsโ€™ possible issues and lost time, return to work efforts.ย  Assure compliance with applicable DWD 102, Chapter 350 and departmental rules & regulations. Foster a collaborative partnership with the TPAโ€™s.
  • Coordinate all activities of the MCTS Transitional Duty Program (TDP) by assisting in developing policies, procedures and identification of transitional work assignments. Provide training, support, oversight and communication and conducts orientation for new employees entering Transitional Duty Program. Manage transition duty employees during the RTW efforts.
  • Manage and direct claims programs in accordance with departmental and Company goals and policies.
  • Monitor, update, and facilitate continuous communication with community members, injured employees, supervisor and transitional work site to ensure program success.ย 
  • Assist the Company and the broker with broker activities including excess liability insurance program.ย  Assist with recommending coverages in relation to claim exposures and trends. Communicate with carriers on all claim matters as necessary.
  • Analyze workersโ€™ compensation and liability claim data supplied by TPAโ€™s; make recommendations for mitigating losses, assist in preparing reports for MCTS Departments and Executives. Routinely audits claim for best practices, contract terms and compliance with state statutes. โ€“ May need to manage claims directly during gaps.
  • Assist and support Safety Assurance Committee and Safety Promotion Committee to ensure accuracy of risk-related metrics like accidents, incidents, injuries, and near-misses.ย  Assist Director in Agency Safety Plan Implementation.
  • Perform other duties as assigned by the Director.

QUALIFICATIONS:

  • Three (3) years of recent work experience in property, auto liability and workerโ€™s compensation claims adjusting required.
  • Associateโ€™s degree in Risk Management, Business Management or a closely related field from an accredited college or university required. Bachelorโ€™s degree preferred.
  • Claims adjusting certification preferred.

NOTE: Equivalent combinations of education and professional work experience may also be considered.

  • Valid Wisconsin driverโ€™s license at time of appointment and throughout employment.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge and experience with Wisconsin public entity liability and workers compensation act and the principles and best practices of claim standards.
  • Knowledge of the methods and practices of loss trending, loss control, risk forecasting, risk transfer, risk financing, risk assessment, and analysis.
  • Knowledge of all related computer and software applications such as word processing, spreadsheets, and Risk Management Information Systems (RMIS) at an intermediate level.
  • Knowledge of workplace safety best practices, OSHA regs, internal work rules, analytical skills, report writing skills.
  • Skilled in written communication to develop business correspondence, document investigations and create reports.
  • Skilled in interpersonal & negotiation skills with a strong sense of discretion, urgency, and professionalism with ability to multitask while working independently.
  • Ability to actively listen to and understand information presented by others.
  • Ability to work cooperatively and effectively with coworkers and residents from diverse backgrounds.
  • Ability to communicate effectively to convey information and respond to questions and concerns.
  • Ability to explain and gather information, answer queries, or assist internal and/or external stakeholders.
