WHO WE ARE LOOKING FOR
Are you a hands-on, people-focused leader who can keep a small team organized, motivated, and delivering on deadline? Montgomery County Public Libraries (MCPL) is seeking a Marketing & Communications Manager to lead our small but dedicated team in planning, tracking, and executing marketing and communication campaigns that land on time and on scope.
In this role, you will own the full campaign lifecycle: intake, scoping, scheduling, execution, and post-campaign review. You will oversee branding, internal and external communications, and media efforts while keeping every project visible and on track. You will also be a key player in building a positive team environment, supporting staff day to day, and building lasting rapport across departments and community partners.
This is a scrappy team. We move fast, wear multiple hats, and take a boots-on-the-ground approach. We are looking for a program manager who is present with their team, knows what everyone is working on, keeps track of workloads and schedules, and steps in to help when the work demands it. Creativity matters here, but so does follow-through.
  • A proven people manager with exceptional interpersonal and leadership skills, and close attention to team capacity, coverage, and schedules.
  • Skilled at project tracking and campaign management, keeping work on time, in scope, and clearly communicated.
  • Experienced in developing and executing marketing and communications strategies.

What You'll Be Doing
  • Lead and motivate the Marketing & Communications team, providing mentorship, coaching, day-to-day support, and professional development.
  • Manage team schedules, workloads, and coverage, maintaining clear visibility into assignments and capacity.
  • Plan, track, and execute marketing campaigns from intake through delivery, ensuring work stays on time and within scope.
  • Maintain campaign calendars, project timelines, and status reporting so priorities and deadlines are clear to staff and stakeholders.
  • Develop and implement marketing strategies that align with MCPL's mission and strategic goals.
  • Build strong relationships with internal teams, external stakeholders, and community partners to expand outreach and maximize impact.
  • Oversee brand management, visual communications, media production, and social media efforts with an emphasis on innovation and engagement.
  • Work hands-on alongside staff, contributing directly to production and execution when workload or deadlines require it.
  • Use data-driven insights to inform campaigns, measure results, and support continuous improvement.
  • Represent MCPL at local, state, and national forums, strengthening our presence and partnerships.

  • No telework is available for this role, fully on site
  • Weekends and evenings may be required as needed

Minimum Qualifications
Experience: 5 years of professional experience in marketing communication
Preferred Experience: 3 or more years of supervisory experience in a digital/creative/marketing/communications director or manager role preferred.
Education: Graduation from an accredited college or university with a bachelor's degree.
Equivalency: An equivalent combination of education and experience may be substituted.
Medical exam protocol: This position requires completion of a pre-employment medical history form to assess your ability to safely perform the essential duties of the role
Preferred Criteria, Interview Preferences

Leave Benefits
Our generous leave package starts with non-MLS permanent and term employees earning 15 days of sick leave and 15 days of annual leave in their first year, as well as up to three additional personal days each calendar year. Positions in MLS earn 35 days of paid time off each year. In addition, we offer all employees 10 paid holidays. Our leave policies adhere to the Family Medical Leave Act of 1993, and we provide six weeks of paid parental leave for new parents.
Retirement Benefits
All permanent and term positions are eligible for robust retirement plans. Public safety positions are eligible for a defined benefit pension plan in which they are vested after only five years. Employees in non-public safety positions can participate in retirement plans that contribute up to 12 percent of their annual salary. All employees can also participate in a supplemental retirement plan, the 457 Deferred Compensation Plan, to contribute even more to their retirement goals.

Montgomery County employees are eligible to participate in the Federal Public Service Loan Forgiveness Program. Participants who meet all requirements may qualify for forgiveness on the remaining balance on their Direct Loans after making 120 qualifying monthly payments under a qualifying repayment plan while working full-time in a qualifying public service position.
