Job Description:

The Material Program Manager (MPM) serves as the primary interface between the High Consequence Missions (HCM) Sector's program execution teams and Parsons' Supply Chain Management function. Supporting the ~$900M High Consequence Missions (HCM) Sector within Parsons' Defense and Intelligence Business Unit, ensures that procurement actions are initiated correctly, move efficiently through the supply chain process, and deliver on time - without compromising Parsons' compliance obligations under its DCMA-approved purchasing system.

This role is embedded within the HCM Sector and reports to HCM Operations leadership, not to Supply Chain Management. The MPM is accountable to program outcomes - delivery timelines, customer commitments, and revenue realization - while serving as a trusted compliance steward who keeps the program side operating within Parsons' approved procurement framework.

This is a highly visible, cross-functional role requiring equal measures of technical credibility, procurement process expertise, and interpersonal effectiveness. The MPM must be as comfortable discussing RF component specifications with a senior engineer as they are negotiating NCSJ language with a procurement buyer.

**This position will allow for a hybrid schedule and will be required to attend meetings in Herndon, VA**

What You'll Be Doing:

  • Own the end-to-end procurement process for all HCM program material requirements, from initial request through PO award and oversee all open POs across the HCM portfolio for delivery performance, date accuracy, and vendor compliance

  • Serve as the HCM Sector's subject matter expert on Parsons' supply chain policies, procedures, and DCMA purchasing system requirements

  • Maintain a live, consolidated view of all open supply chain activity across the HCM portfolio including but not limited to tracking status, responsible parties, and milestone dates

  • Serve as the liaison between program technical staff and Supply Chain Management on vendor-related questions, NCSJ creation, market research and Pre-stage RFQ packages

  • Monitor contract modification schedules and proactively coordinate with program and procurement teams to ensure material requirements are ready when funding arrives

  • Identify and escalate procurement actions at risk of missing delivery commitments before they become critical path issues

  • Translate complex engineering rationale - component-level specifications, test and evaluation findings, system integration constraints - into defensible procurement language.

  • Coordinate pre-solicitation market research in alignment with Parsons' approved procurement procedures, ensuring technical and commercial activities remain appropriately separated

  • Work with program teams to develop complete, accurate technical packages (CAD files, specifications, BOMs, statements of work) that enable procurement to solicit accurate quotes on first submission

  • Maintain awareness of the HCM supplier base - lead times, capabilities, past performance, and pricing - to support realistic program planning and schedule development

  • Establish and maintain a post-PO monitoring cadence - proactively contacting vendors on high-priority or long-lead items and escalating delivery risks to program leadership

  • Coordinate with program teams on delivery prioritization when partial shipments or phased deliveries are required

  • Support invoice resolution and vendor payment issues in coordination with Accounts Payable and Program Controls

  • Identify systemic gaps between program execution needs and Supply Chain Management processes, and develop proposed solutions for leadership consideration

  • Participate in weekly procurement coordination meetings with Supply Chain Management as the HCM program-side owner

  • Support DCMA audits and internal compliance reviews by maintaining accurate, complete procurement documentation across the HCM portfolio

  • Develop and refine standard operating procedures for material management within the HCM Sector, with particular attention to R&D and technically complex procurements

Required Qualifications:

  • Bachelor's degree in Supply Chain Management, Business Administration, Engineering, or a related field and 10 years of professional experience; (additional years of professional or military experience will be considered in lieu of degree)

  • Minimum of 7+ years of experience in supply chain, procurement, material management, or program management in a defense or government contracting environment

  • Must have an active TS/SCI clearance

  • Demonstrated experience with DCMA purchasing system requirements, FAR/DFAR procurement regulations, and sole-source/non-competitive justification processes

  • Experience supporting technically complex procurements including custom fabrication, specialized technical components, or software licenses

  • Strong working knowledge of procurement lifecycle processes - RFQ/RFP development, vendor solicitation, PO award, delivery tracking, and invoice processing

  • Proven ability to work effectively across functional boundaries - equally credible with engineering teams and procurement professionals

  • Experience with ERP or procurement management systems (Costpoint, SAP, or equivalent)

Preferred Qualifications:

  • Experience supporting classified defense or intelligence programs in an R&D environment

  • Familiarity with GSA contract vehicles, MIPR processes, and government-directed procurement requirements

  • APICS CPIM, ISM CPSM, or equivalent supply chain certification

  • Experience in a sector- or program-embedded supply chain role (as distinct from a centralized procurement function)

  • Prior experience as an expeditor or subcontract administrator

  • PMP or DAU Program Management certification
