About the Role
The Property Manager is responsible for the full scope of day-to-day operations at an assigned CHA community. This role owns site-level outcomes across regulatory compliance, financial performance, resident experience, and staff leadership. You will ensure adherence to CHA, HUD, LIHTC, and internal management agreement requirements while delivering safe, well-maintained housing and a high-quality living environment for residents.
The ideal candidate is a strong communicator, organized leader, and problem solver who thrives in a mission-driven, compliance-intensive environment and has a deep understanding of affordable housing management.
Key Responsibilities
  • Lead all phases of property operations to achieve occupancy, compliance, and financial performance goals in alignment with CHA requirements and portfolio benchmarks.
  • Oversee the full resident lifecycle from application through move-out, ensuring all actions are accurate, timely, and compliant with CHA, HUD, LIHTC, and Fair Housing standards.
  • Manage property budgets, monitor expenses, and implement cost controls. Identify budget variances early and address them through documented corrective action.
  • Ensure emergency work orders are completed within 24 hours and non-emergency work orders within 30 days. Maintain preventive maintenance schedules and property appearance standards.
  • Lead rent collection efforts. Manage delinquencies through compliant lease enforcement and maintain collection rates at or above CHA standards.
  • Prepare and review reports, audits, and compliance documentation for CHA, HUD, and internal review. Keep all files and records in audit-ready condition.
  • Supervise and support the on-site team through regular feedback, coaching, and performance management. Build a culture of accountability, safety, and excellence.
  • Address resident concerns, grievances, and lease enforcement matters promptly and in compliance with CHA policies. Foster a stable, engaged community.
  • Lead property readiness for NSPIRE, REAC, and MOR inspections. Resolve findings promptly and sustain standards over time.
  • Support resident engagement initiatives, community events, and partnerships with CHA Resident Services and external agencies.

Qualifications
  • Minimum 4 to 5 years of property management experience with affordable or public housing required.
  • One or more industry certifications required: COS, LIHTC, ARM, RIM, or CPMC.
  • Current Illinois Leasing License required.
  • Proficiency in Yardi Voyager and Microsoft Office Suite.
  • Strong working knowledge of CHA policies, HUD regulations, and LIHTC compliance.
  • Demonstrated financial management, organizational, and people leadership skills.
  • Valid driver's license and ability to travel between sites as needed.
  • Prior experience managing CHA or public housing communities strongly preferred.
  • Advanced knowledge of inspection protocols (NSPIRE, REAC, MOR) preferred.
