This announcement provides the opportunity for a reassignment/promotion to the Information Technology (IT) Specialist (User Experience) position in the Office of Chief Information Officer (CIO) located in Arlington, VA. Bring your skills and voice to our team!
Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. Only those candidates who meet all qualification and eligibility requirements and who submit the required information by 11:59 PM EST on 08/21/2026 will be considered.
The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.
This position is being advertised at the Specialist Band level, equivalent to a GS-14. The salary range for this position is $143,913.00 - $187,093.00. The salary figures include locality pay.
Please note that the duties and responsibilities associated with this position may vary based upon the agency's needs at the time of hire. The following description of major duties and responsibilities is only intended to give applicants a general overview of the expectations.
  • Directs and manages enterprise endpoint management strategies using Microsoft Endpoint Management (Intune, Autopilot, Defender) to configure, secure, and update laptops, desktops, and mobile devices.
  • Architects, configures, and maintains Remote Application and Remote Desktop Infrastructure (e.g., Azure Virtual Desktop, RemoteApp) to ensure secure, high-performance remote access for end users.
  • Automates identity, access, and distribution group management across the agency using GroupID workflows and policies.
  • Administers and supports enterprise cloud-based faxing solutions, including the integration and management of Etherfax.
  • Evaluates and integrates modern AI tools into enterprise workflows to enhance endpoint automation, operational efficiency, and the overall user experience.
  • Resolves Tier 3 escalation support issues for Microsoft Office 365, remote desktop solutions, and endpoint applications.
  • Use Microsoft Intune to manage mobile devices by configuring policies and profiles, setting up Apple federation, and securing devices to maintain compliance.
  • Drafts technical and procedural documentation detailing endpoint configurations, remote app deployments, and end-user guides.

Qualifications
MINIMUM QUALIFICATIONS
You must meet ALL of the minimum qualifications listed below.
  • Must have at least 4 years of specialized IT experience managing Windows endpoints with Microsoft Endpoint Management to support laptops, desktops, and mobile devices.
  • Must have at least 3 years of specialized IT experience with Azure Active Directory and Office 365 services, as well as Remote Application and Remote Desktop infrastructure.
  • Must have at least 3 years of experience utilizing PowerShell and other scripting tools to automate administrative processes.
  • Must have the ability to manage automated group and processes with GroupID.
  • Must have experience with enterprise communication systems utilizing Etherfax technology.

DESIRABLE QUALIFICATIONS
  • Endpoint management and security with tools such as: Windows Group Policies, Mobile Device Management systems, BitLocker encryption software, antivirus software, and Microsoft Office 365 applications.
  • Demonstrated understanding of Active Directory and related technologies (DHCP, DNS, Group Policy, Login Scripts, DFS, replication and topology).
  • Advanced knowledge and expertise with Windows 11, Server 2022 and Server 2025 Operating systems including registry, profiles, services and components, file structure, and application compatibility.
  • Management of endpoint system images, builds, deployments and lifecycle management.

EVALUATION FACTORS
You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume.
  • Demonstrate experience with Etherfax migration within enterprise environments.
  • Experience working with Microsoft Azure Remote Application and Remote Desktop infrastructure to include supporting, patching and deploying desktops and applications to support the agency.
  • Experience managing enterprise printer fleet using HP JetAdmin, with responsibilities including template creation, configuration, and full life cycle management.
  • Exhibit the required competencies for effectively administering Active Directory groups and overseeing their life cycle through GroupID.
