Job description

State Fund's Human Resources Department is seeking a collaborative, relationship-focused professional to join the Leadership Transformation Team.
This position serves as the Emerging Leader Program (ELP) Manager and is responsible for leading one of State Fund's flagship leadership development programs while supporting broader leadership and talent development initiatives across the organization.
The successful candidate will partner with executives, business leaders, mentors, alumni, supervisors, and participants to deliver an exceptional leadership development experience. This position requires someone who excels at building trusted relationships, facilitating learning, leading complex projects, and influencing outcomes through collaboration rather than positional authority.

Key Responsibilities
Emerging Leader Program Leadership
โ€ข Lead the planning, coordination, implementation, and continuous improvement of the Emerging Leader Program (ELP).
โ€ข Coordinate participant recruitment, selection, onboarding, developmental experiences, rotational assignments, mentoring activities,executive engagement,
and graduation events.
โ€ข Partner with executives, senior leaders, mentors, alumni, supervisors, HR Business Partners, to ensure a high-quality participant experience.
โ€ข Monitor participant progress and provide coaching, guidance, and developmental support throughout the program.
โ€ข Evaluate program effectiveness using participant feedback, organizational priorities, and business needs to drive continuous improvement. Leadership Development:
โ€ข Design, develop, coordinate, and facilitate leadership development programs, workshops, and learning experiences.
โ€ข Support leadership, talent, and organizational development initiatives across the Leadership Transformation Team.
โ€ข Facilitate engaging workshops, presentations, simulations, meetings, and discussions for audiences across all organizational levels.
โ€ข Foster learning environments that encourage collaboration, reflection, growth, and continuous improvement.
Relationship Management & Consultation:
โ€ข Build and maintain strong, trusted relationships with leaders, employees, and stakeholders throughout the organization.
โ€ข Serve as a collaborative partner by understanding business needs and recommending practical leadership development solutions.
โ€ข Influence outcomes through credibility, communication, and partnership rather than positional authority.
โ€ข Foster strong collaboration while balancing diverse stakeholder perspectives and organizational priorities.
Program & Project Management:
โ€ข Lead multiple complex projects simultaneously from planning through implementation.
โ€ข Coordinate enterprise-wide initiatives involving multiple business units.
โ€ข Identify opportunities to improve processes, participant experiences, and organizational effectiveness.
โ€ข Leverage technology and emerging AI tools, where appropriate, to enhance collaboration, communication, and program effectiveness.

Special Requirements
Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee's monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract.
