Leidos is seeking a Cloud Operations Manager to spearhead cloud initiatives for the United States Coast Guard at C5ISC in Alexandria, VA. In this role, you'll provide IT services via the cloud infrastructure that powers critical Coast Guard operations, driving innovation that directly impacts national security.

The Cloud Operations Manager plays a central role in ensuring that the contract's IT services and solutions are delivered effectively, efficiently, and in compliance with government regulations and service-level agreements (SLAs). This role bridges program management, technical execution, and customer liaison, with accountability for day-to-day operations. Some of the areas the candidate will be responsible for are service delivery and performance management, customer and stakeholder engagement, incident management, continuous improvement, modernization and people management activities.

Primary Tasks:

  • Oversee daytoday IT operations across multicloud environments (AWS/Azure), cybersecurity, service desk, and application support teams.
  • Support onboarding of mission partners/tenants into cloud environments, ensuring secure, compliant, and efficient integration to sustainment of operations.
  • Ensure operational compliance with SLAs, KPIs, and Performance Work Statement (PWS) requirements.
  • Manage incident, problem, and request workflows in ServiceNow, ensuring rapid response, rootcause analysis, and minimal mission disruption.
  • Support governance processes including Change Management and Configuration Management Boards.
  • Ensure adherence to federal cybersecurity and compliance frameworks (FISMA, NIST RMF, FedRAMP, DoD Impact Levels).
  • Maintain continuous audit readiness, including documentation, reporting, and evidence collection for oversight bodies.
  • Oversee vulnerability remediation, patching cycles, and image management aligned to 21day compliance requirements.
  • Coordinate with the agency ISSO to support Information Assurance (IA), ATO activities, and ongoing security authorization processes.
  • Serve as a primary operational point of contact for government stakeholders including COR, Program Managers, and agency leadership.
  • Deliver operational performance reports, risk assessments, and recommendations for service improvements.
  • Proactively manage customer expectations and maintain strong, trustbased client relationships.
  • Supervise and coordinate technical staff, ensuring alignment of resources to mission priorities.
  • Manage staff scheduling, workload balancing, and performance evaluations.
  • Ensure personnel meet federal clearance requirements.
  • Contribute to contract deliverables, performance reviews, and reporting requirements.
  • Support development of the program's strategic roadmap and longterm operations and sustainment modernization initiatives.
  • Identify opportunities to enhance IT services through automation, cloudnative capabilities, and operational best practices.
  • Align IT operations with evolving federal initiatives such as Zero Trust Architecture.
  • Apply Agile, Scrum, and DevSecOps methodologies to improve delivery cadence and operational agility.
  • Leverage ITIL, PMP, and other engineering/management frameworks to standardize processes and improve service quality.
  • Partner with cloud engineering teams to optimize architectures, cost models, and operational guardrails.
  • Oversee cloud monitoring, observability, and performance tuning across mission workloads.
  • Influence enterpriselevel policy, standards, and governance for cloud and IT operations.
  • Represent the program in crossagency working groups and federal modernization initiatives.

Basic Qualifications:

  • Bachelor's degree in Information Technology, Computer Science, Engineering, or related field
  • 8+ years of IT operations management experience, including 3+ years in a federal contract environment.
  • Experience with ITIL-based service management, incident/problem/change/configuration processes.
  • Experience with Agile based teams and workflows.
  • Strong knowledge of federal IT compliance standards (FISMA, NIST, FedRAMP, RMF).
  • Demonstrated ability to manage cross-functional technical teams in high-availability environments.
  • Excellent communication and stakeholder engagement skills.

Clearance Requirement:

  • Current and active Public Trust/ADP1/IT-I.

Preferred Qualifications

  • PMP or equivalent project management certification.
  • ITIL v4 certification.
  • CISSP, CISM, or related security certification.
  • Prior experience supporting DoD, DHS, or Civilian agencies.
  • Certifications
  • One or more of the following certs is good to have:
  • CompTIA Security+, SysOps Administrator, AWS SysOps Admin, MS Azure Admin, or other Cloud certifications, particularly in Azure and/or AWS.
  • Active management certifications such as Project Management Professional (PMP), Certified ScrumMaster (CSM), or other relevant credentials.
