SENIOR PROPERTY MANAGEMENT SPECIALIST (CONTINGENT UPON CONTRACT AWARD)
Work Location: ONSITE in several locations supporting the DIA
Clearance: MUST HAVE an active Top Secret Clearance
INCATech is seeking an experienced Senior Property Management Specialist to provide subject matter expertise in government property administration, audit remediation, and compliance oversight for a federal customer supporting defense and intelligence mission operations. This position will support the management, accountability, reporting, and audit readiness of Government Furnished Property (GFP) and Contractor Acquired Property (CAP) in accordance with federal and Department of Defense regulations. The successful candidate will serve as a senior-level advisor supporting property management compliance, audit remediation activities, loss investigations, inventory management, and contract property closeout efforts. This role requires strong regulatory expertise, analytical capabilities, and experience supporting complex government property management environments.
RESPONSIBILITIES
  • Provide subject matter expertise in government property administration and audit remediation activities.
  • Develop and implement corrective action plans in response to audit findings and compliance reviews.
  • Manage and respond to Provide by Client (PBC) requests and audit support activities.
  • Monitor, track, and report remediation progress to leadership and stakeholders.
  • Oversee the management, accountability, reporting, redistribution, and disposal of: Government Furnished Property (GFP), Contractor Acquired Property (CAP)
  • Ensure compliance with applicable regulations and clauses, including: FAR Part 45, FAR Part 46, FAR 52.245-1, FAR 52.245-9, DFARS 252.245-7001 through 7004, DFARS PGI property regulations
  • Conduct property inventories and maintain accurate property records and documentation.
  • Support contract property closeout activities and reconciliation efforts.
  • Investigate, document, and report incidents involving government property loss.
  • Develop and implement procedures and corrective measures to prevent future property losses.
  • Prepare reports, briefings, spreadsheets, tracking tools, and audit documentation.
REQUIREMENTS
Qualifications
Related Experience
  • Active Top Secret (TS) security clearance.
  • Bachelor’s degree in business, acquisition, finance, public administration, or related field.
  • Demonstrated experience supporting government property management and audit remediation activities in a federal or defense environment.
  • Extensive knowledge of: FAR property management regulations, DFARS property clauses and PGI guidance, Government property accountability requirements, Contract property administration and closeout procedures
  • Experience supporting GFP and CAP management activities.
  • Experience conducting inventories, reconciliation activities, and property loss investigations.
  • Advanced proficiency with Microsoft Office Suite, particularly Excel.
  • Strong analytical, organizational, and problem-solving skills.
  • Excellent written and verbal communication skills with the ability to develop professional reports and briefings.
Preferred
  • Prior experience supporting defense or intelligence community property management programs.
  • Familiarity with DIA property management policies and procedures.
  • Experience supporting audit readiness initiatives and corrective action management.
  • Knowledge of: DoDI 4140.01, DoDI 5000.64, DoDI 4161.02, DFARS PGI 245 guidance
  • Certified Professional Property Specialist (CPPS), Certified Professional Property Administrator (CPPA), or related certification preferred.
