Position Summary:

The Program Management SME provides master-level program oversight and executive-level consulting support to USCIS's Immigration Records and Identity Services Directorate (IRIS), Verification Division (VER). This position serves as the primary point of contact between the contractor team and USCIS leadership, and is responsible for the full lifecycle of program management activities including financial management, staffing, scheduling, risk management, and performance reporting. The SME brings deep expertise in the U.S. immigration ecosystem and demonstrated experience with DHS systems used for identity management and immigration status verification.


Responsibilities:

  • Lead cross-functional collaboration across VER, FOD, USCIS, DHS, and external immigration enterprise partners (SSA, DOL, DOS, and state/local agencies).
  • Serve as the primary contractor representative and executive point of contact for USCIS leadership and the Contracting Officer.
  • Oversee financial management, resource allocation, staffing, and budget tracking across all BPIMSS task areas.
  • Develop and maintain strategic roadmaps and implementation plans encompassing people, process, and technology efforts aligned to USCIS Agile and program management frameworks.
  • Facilitate and scale Agile methodologies across VER and FOD, establishing governance artifacts including RACI charts, project charters, and gate review documentation.
  • Conduct technology assessments and provide actionable recommendations for IT enhancements, including emerging technologies such as artificial intelligence (AI).
  • Lead development of business requirement documentation including process flow diagrams, use cases, and functional specifications in support of USCIS IT development initiatives.
  • Provide governance support through regular project health assessments, risk identification, and mitigation strategy recommendations.
  • Oversee end-to-end project execution including testing, integration, deployment, and post-deployment evaluation.
  • Support successful implementation of Presidential Executive Orders (EOs) 14218 and 14161 and SAVE (Systematic Alien Verification for Entitlements) program optimization.
  • Performs other related duties as assigned

Essential skills and experience:

  • Master's Degree in Business Administration, Public Administration, Information Technology, or related field.
  • Minimum 10 years of progressive experience in program and project management.
  • At least 5 years managing large-scale, complex federal programs or initiatives.
