Job description

Lumos is looking for a full-time Manager - GIS! If you have experience leading technical teams employing CAD and GIS in developing critical documentation who's excited for a fast-paced experience, ready to help us grow, and ready to recommend process changes that ensure we're harnessing our technology to the best of our ability while broadening our ability to set up and maintain our service, we want to hear from you!
The Manager - GIS develops Outside Plant (OSP) engineering documents in the form of Mapping Records, CAD and GIS documents, Fiber Records, and employs ESRI ArcGIS and 3-GIS records to document, design, and upgrade Lumos's fiber network supporting new builds and ongoing maintenance. Relies on substantial knowledge of multiple telecommunications technologies including DWDM, Ethernet and Gig Wave type designs supported by GIS and CAD technologies. Must be able to understand Scripting and Coding to ArcGIS, Python, Conversion of KML, CSV, DWG, and Shapefiles. Must be able to read and revise As-builts, Base Maps, DWG and KMZ drawings.

Essential Functions
  • Leads a team of Fiber Management Specialists to produce, maintain, and revise mapping records that help the entire organization build and maintain the Lumos fiber network.
  • Responsible for ensuring the success of fiber network digitization and maintaining data quality standards.
  • Advises team on best practices for data management and workflows.
  • Compiles geographic data from digital sources, census data, satellite imagery, aerial photographs, and existing maps.
  • Develop business requirements for custom GIS applications for OSP Engineering & Construction to facilitate speed of construction, lower cost, and improve reliability of fiber network.
  • Enter new map data utilizing GIS and CAD software in alignment with cartography principles including coordinate systems, longitude, latitude, elevation, topography, and map scales.
  • Assigns work and assesses productivity and performance, ensuring optimal output.
  • Trains new staff in day-to-day tasks and ensures leads are capable of doing the same.
  • Assists team with solving CAD and GIS problems of medium and sophisticated complexity.
  • Performs large-scale training of employees across the organization in the use of GIS software.
  • Collaborates effectively across internal teams and with external vendors.
  • Understands and documents business requirements to evaluate commercial off the shelf software for suitability to support company missions.
  • Evaluates employee work performance; identifies appropriate training and counseling opportunities when needed in partnership with leadership and HR team.
  • Maximizes team productivity, morale, and retention through empowerment techniques, teambuilding, and maintaining strong relationships with support teams.
  • Performs other duties as assigned, including departmental and cross-functional projects.

Knowledge, Skills, and Abilities Required
  • Excellent written and verbal communication skills.
  • Solid interpersonal and presentation skills - able to interface with multiple levels and teams.
  • Able to successfully build and maintain relationships with internal and external stakeholders.
  • Demonstrated experience leading others in the technical areas of their work.
  • Experience using MS Office, particularly Excel, Outlook, Visio, Word, and PowerPoint.
  • Demonstrated experience with ESRI products including ArcGIS Online, ArcMap, ArcCatalog, ArcSDE, and AGOL.
  • Working knowledge and skill in the use of CAD systems including M4, Visio, CadTel. CresentLink, or AutoDesk.
  • Entrepreneurial: self-starter with the ability to keep pace with project requirements and flex based on competing priorities, while ensuring work resumes after triage.
  • Strong analytical skills: the ability to gather and record data from a variety of sources and report on it.

Other Experience & Requirements
  • 5+ years' experience in CAD, GIS, and telecommunications industry.
  • High school diploma or equivalent required; Bachelor's degree preferred.
  • Proactive, independent, and ability to take initiative to keep on-task and on-target.
  • Experience leading teams, guiding employees from a career perspective focused on continuous improvement, performance management, long-term development, and employee relations in consultation with human resources and other teams.
  • Fiber or Telecom industry experience required.

  • Constantly operates computer, keyboard, and related peripherals.
  • Frequent sedentary periods using computer, keyboard, and other peripherals.
  • Near-constant use of sight, speech, hearing, comprehension, and reasoning.
