Program Director

POSITION SUMMARY

The Project Manager is responsible for overall contract execution, customer satisfaction, staffing oversight, subcontractor management, quality assurance, regulatory compliance, and financial performance for the Speaker Nancy Pelosi Federal Building custodial services contract. The Project Manager serves as TeamGOV's primary management representative and principal point of contact with the Government.

ESSENTIAL DUTIES AND RESPONSIBILITIES

· Provide overall leadership and management of custodial operations.

· Serve as primary liaison with GSA Contracting Officer, COR, Property Manager, and facility stakeholders.

· Manage contract performance, staffing, schedules, and quality standards.

· Oversee implementation of the Staffing Plan, Cleaning Schedule, and Quality Control Program.

· Ensure compliance with all federal, state, and local regulations.

· Manage subcontractors, vendors, and support personnel.

· Monitor service requests and corrective action tracking.

· Conduct monthly operational reviews and performance meetings.

· Develop staffing contingency plans and continuity of operations procedures.

· Review quality assurance reports and implement corrective actions.

· Ensure employee training, certifications, and security requirements remain current.

· Prepare and submit required reports and deliverables.

· Support contract modifications, option year transitions, and surge requirements.

· Maintain positive customer relationships and proactively resolve issues.

MINIMUM QUALIFICATIONS

· Bachelor's Degree preferred.

· Five (5) years of federal facilities management, custodial management, or building operations experience.

· Experience managing large commercial or government facilities.

· Knowledge of GSA performance-based service contracts.

· Strong leadership, budgeting, and contract administration skills.

· Ability to obtain and maintain federal building access credentials.

PREFERRED QUALIFICATIONS

· Certified Facility Manager (CFM)

· Project Management Professional (PMP)

· OSHA 30-Hour Certification

· Experience managing GSA-owned facilities
