Procon seeks a Facility Manager to support a high-visibility federal facilities and infrastructure program by overseeing facility operations, construction project execution, and quality assurance activities. The ideal candidate has experience managing federal facilities, leading multidisciplinary teams and supporting complex construction and infrastructure programs within secure environments as well as an active TS/SCI clearance with CI Polygraph.
Requirements
Qualifications and Skills
  • Active TS/SCI security clearance with CI Polygraph is required.

  • Bachelor's degree in Engineering, Construction Management, Architecture, Facilities Management, or a related field with 6+ years of relevant experience, or 10+ years of directly related experience in lieu of a degree.

  • Experience managing federal facilities, construction projects, quality assurance programs, or infrastructure initiatives.

  • Demonstrated knowledge of facility operations, building systems, construction management, project controls, and quality management practices.

  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Access, Outlook) and Microsoft Project.

  • Strong leadership, organizational, customer service, and stakeholder engagement skills.

  • Excellent written and verbal communication skills, including technical writing experience.

  • Proven ability to lead multidisciplinary technical teams and manage multiple priorities in a fast-paced environment.

  • Professional certifications such as Certified Facility Manager (CFM), Building Owners and Managers Institute (BOMI), International Facility Management Association (IFMA), or similar credentials preferred.

  • Experience supporting Department of Defense (DoD), Intelligence Community (IC), or other secure federal facilities programs preferred.

Responsibilities and Duties
  • Manage daily facility operations by conducting site inspections, identifying deficiencies, coordinating corrective actions, and maintaining strong customer relationships.

  • Oversee facility renovation and construction projects from planning through closeout, ensuring compliance with approved drawings, permits, schedules, safety requirements, and contract specifications.

  • Coordinate with government personnel, contractors, architects, engineers, and project teams to support planning, design reviews, scheduling, construction oversight, and project execution.

  • Review contractor proposals, develop scopes of work, prepare planning documents, perform technical and feasibility studies, and provide contract administration support.

  • Conduct building code compliance reviews, evaluate construction documents, and coordinate multidisciplinary design efforts across architectural, structural, civil, and electrical disciplines.

  • Develop, implement, and maintain Quality Assurance (QA) plans while overseeing Contractor Quality Control (CQC) compliance throughout the project lifecycle.

  • Manage project controls, schedules, quality metrics, risks, reporting, and closeout documentation, including Operations & Maintenance (O&M) manuals, as-built drawings, and warranties.

  • Lead QA/QC meetings, coordinate project communications, and collaborate with government stakeholders to resolve issues and ensure successful project delivery.
