Job description

POSITION SUMMARY :
Under the guidance of the Director of Service Line Planning and Business Development, the Senior Manager of Decision Support will be responsible for management of the Decision Support (cost accounting) system for the hospital and affiliated medical group. The Senior Manager will also oversee service line analytics and growth strategies across Boston Medical Center. The Senior Manager will act as a key consultant to finance and operational leaders on the requirements of new businesses and programs as well as serve as critical support throughout implementation. This is a highly visible role with regular interactions and presentations to executive leadership. This position requires in-depth knowledge of not only healthcare finance and clinical operations but also data structure and process to become the subject matter expert on all projects. The position requires the ability to weave accurate data into value propositions, financial modeling acumen, and strong verbal and written communication skills. The position also requires robust knowledge of cost accounting, charge and expense mapping, and data quality control.
The Senior Manager will also interface with all levels of staff across BMC to develop consistent and accurate analysis and business proposals using data driven solutions and proactive planning. She/He will assist in development of robust hospital service line analytics and benchmarks, train and mentor junior staff across the Service Line Planning and Business Development team and develop best practices for the department. This opportunity requires very strong attention to detail, ability to perform root cause analysis and prioritize many competing deadlines. The Senior Manager will champion the enterprise strategy for the cost accounting system to enhance overall customer service and value add to BMC end users and leadership team. The position has at least two direct reports, a Manager and Financial Analyst.

ESSENTIAL RESPONSIBILITIES / DUTIES:
Decision Support, Service Line Planning and Profitability
  • Oversee the Decision Support system, including Strata resources allocated to perform costing activities, to ensure timely and accurate profitability data is available for routine reporting and project tracking.
  • Lead the design, implementation and oversight of the Medical Group cost model. Partner with the Medical Group Financial Leadership to facilitate accuracy and build key profitability outputs for entity and health system perspectives on patient care.
  • Lead all necessary quality control analysis and metrics to ensure all facets of system are processed correctly.
  • Work with the Financial Planning team to understand analytics needed to understand drivers of monthly performance; perform analysis and create materials for inclusion in Operating Leadership and Finance Committee materials to elucidate performance trends.
  • Work with the Service Line and Business Development team as well as Data Infrastructure team within Finance to improve Net Revenue modeling for the Decision Support system.
  • Partner with local Financial Planning teams to oversee the financial impact of EPIC charge structure as it relates to cost accounting system impacts.
  • Lead reporting strategy for financial profitability data, including development of an Operations super user cohort, translation to business intelligence platforms and leadership reporting packages.
  • Oversee service line analytics to identify shifts to performance over time and elucidate financial opportunities and risks within the hospital to improve margin, including use of benchmark and industry data.
  • Identify opportunities for improvement across clinical, operational, and administrative areas, and work with department heads to prioritize and implement initiatives to address these opportunities.
  • Support long term planning of services through collaboration with the Medical Group, operations, and facilities.

Business Development
  • Support development of new program plans, business lines and services; includes providing input into new initiative development and project planning across Boston Medical Center.
  • Coordinates with BMC's Strategy Team on utilization of profitability data and other financial information within business plans and other strategic initiatives. Ensures standards for reporting and use of financial data is met within business plans.
  • Oversees external filings for business proposals as needed, including Determination of Need and Request for Proposals on behalf of BMC.
  • Establishes and maintains documentation for business plan approval, including dependencies on other shares services, such as IT, and within structure of capital approval.

Accountability Management
  • Creates a clear pathway to track progress of new programs or initiatives.
  • Liaise and support complex processes that involve external and corporate stakeholders to ensure the needs of Boston Medical Center are met and known where necessary.
  • Prepare and present reports and presentations to the executive team and other stakeholders to provide regular updates on the hospital's profitability BI tool progress and performance.
  • Lead employees(s), providing guidance and support in project management, data analysis, and process improvement methodologies.
  • Provide regular updates to the Director of Service Line Planning and Business Development regarding risks and opportunities as they arise to ensure timely action.

JOB REQUIREMENTS
EDUCATION:
  • Bachelor's Degree required.
  • Master's degree in Business (Finance, Accounting, Economics), Public Health, Public Administration or Health Administration preferred.

EXPERIENCE:
  • 7+ years of healthcare managerial or consulting experience or other related field.
  • Experience working with healthcare reimbursement and cost accounting required
  • Revenue modeling and business intelligence software preferred.
  • Prior supervisory experience required.

  • A strategic systems-thinker with sound financial and technical skills, analytical ability, good judgment and a strong implementation focus.

Compensation Range:
$97,500.00- $141,500.00
This range offers an estimate based on the minimum job qualifications. However, our approach to determining base pay is comprehensive, and a broad range of factors is considered when making an offer. This includes education, experience, skills, and certifications/licensures as they directly relate to position requirements; as well as business/organizational needs, internal equity, and market-competitiveness.
