Quality Response Medical Staffing (QRMS) is a growing healthcare staffing agency specializing in government contracts with federal, state, county, municipal, correctional, and healthcare organizations. We are seeking an experienced Government Proposal & Procurement Specialist to help expand our government contracting portfolio by identifying opportunities and preparing competitive proposal submissions.
Position Summary
This position is primarily responsible for identifying government contracting opportunities, preparing proposal responses, and coordinating proposal submissions for federal, state, county, and municipal agencies.
This is a proposal development position—not a contract administration role. We are seeking someone with hands-on experience researching opportunities, writing proposals, and submitting government solicitations.
Primary Responsibilities
- Research and identify federal, state, county, municipal, and healthcare contracting opportunities.
- Review and analyze solicitations including RFPs, RFQs, IFBs, and RFIs.
- Coordinate and prepare complete proposal packages from solicitation through submission.
- Draft proposal narratives, compliance responses, and required documentation.
- Complete procurement forms, certifications, and vendor registration requirements.
- Coordinate pricing information, staffing plans, resumes, references, and supporting documentation.
- Submit proposals through procurement portals such as SAM.gov, Bonfire, IonWave, Jaggaer, BidNet, and other government procurement systems.
- Track solicitation deadlines, amendments, questions, and proposal submissions.
- Research teaming opportunities with prime contractors and strategic partners.
- Work closely with company leadership throughout the proposal development process.
- Maintain organized proposal files and procurement records.
Minimum Qualifications
- Experience preparing and submitting government proposals for federal, state, county, or municipal agencies.
- Strong understanding of government procurement processes.
- Excellent technical writing, grammar, proofreading, and organizational skills.
- Ability to interpret solicitation requirements and ensure proposal compliance.
- Experience using government procurement portals.
- Proficient in Microsoft Word, Excel, Outlook, Adobe Acrobat, and PDF editing.
- Ability to work independently with minimal supervision while meeting strict deadlines.
Preferred Qualifications
- Experience with healthcare staffing proposals or healthcare government contracts.
- Knowledge of FAR and government contracting terminology.
- Experience with small business certifications including SDVOSB, HUB, MBE, WBE, DBE, or similar programs.
- Experience coordinating proposal pricing and cost worksheets.
- Experience researching government contracting opportunities.
