What is local government procurement?

Local government procurement is the process by which local government entities, such as city councils, counties, or municipalities, acquire goods, services, and works from external suppliers. This process is governed by specific rules and regulations to ensure transparency, fairness, and value for money. Procurement activities may include everything from purchasing office supplies to contracting for construction projects or public services. The goal is to meet community needs efficiently while adhering to legal and ethical standards.

What are the key skills and qualifications needed to thrive in local government procurement?

To thrive in Local Government Procurement, you need strong knowledge of public sector procurement regulations, contract management, and supplier negotiation, often supported by a relevant degree or professional certification such as CIPS. Familiarity with e-procurement platforms, tendering systems, and compliance software is typically required. Excellent attention to detail, ethical judgment, and stakeholder communication skills help professionals excel in this role. These capabilities ensure transparent, cost-effective purchasing while maintaining public trust and regulatory compliance.

Job description

We Are:

Accenture LearnVantage is the workforce reinvention platform of Accenture, combining the strengths of LearnVantage, Award Solutions, and Ascendient Learning to deliver AI-native digital learning, advanced wireless and 5G training, and instructor-led IT certification at enterprise scale. We partner with state agencies, municipal governments, and public sector organizations to accelerate digital transformation, workforce modernization, and AI adoption - and we are looking for exceptional sales leaders to grow our government client base.

You Are:

A high-impact Account Executive with proven experience selling into state and local government accounts across agencies, municipalities, public safety, transportation, and health & human services departments. You combine strategic vision with relentless execution, and you are energized by the challenge of navigating government procurement cycles, co-selling alongside Accenture's State & Local practice teams, and positioning LearnVantage as a long-term workforce reinvention partner - not a transactional training vendor. You bring strong commercial instincts, a consultative approach, and the presence to engage senior agency leaders with credibility and conviction.

The Work:

  • Partner alongside Accenture's State & Local public sector account teams to attach LearnVantage AI, data, cloud, networking, and certification training to large-scale digital government transformation programs.

  • Engage Client Account Leads (CALs), Managing Directors, and public sector practice leads in account planning to identify and qualify LearnVantage opportunities within active state and local government pursuits.

  • Identify and develop pipeline from existing Accenture state and local government accounts not yet engaged with LearnVantage.

  • Prospect, qualify, and develop a self-sourced pipeline in state agencies, municipalities, counties, and special districts with no existing Accenture footprint.

  • Conduct executive-level discovery and solution presentations with senior government stakeholders (CIO, CHRO, CDO, Agency Directors, Deputy Secretaries).

  • Close net-new government accounts to meet and exceed monthly, quarterly, and annual bookings targets - navigating procurement vehicles, cooperative purchasing agreements, and state contract mechanisms.

  • Use AI adoption trends, federal mandates, and state digital transformation initiatives to craft insight-led narratives that resonate with government workforce priorities and agency missions.

  • Demonstrate ROI through outcome evidence - connecting upskilling investments to workforce capability development, technology adoption rates, and citizen service delivery improvements.

  • Serve as a feedback loop between government clients and LearnVantage's curriculum, product, and content teams, surfacing emerging public sector skill gaps and mission-critical technology priorities.

Travel may be required for this role. The amount of travel will vary from 25% to 50% depending on business need and client requirements.

Here's What You Need:

  • Minimum of 7 years of experience in business development, account management, sales leadership, or new logo acquisition in a consulting, technology, or professional services environment.

  • Demonstrated track record of originating and closing significant net new business in mid-market or multi-subsidiary environments, preferably $500K+ ARR deals or more

  • Bachelor's degree or equivalent (minimum 12 years) work experience. (If Associate's Degree, must have minimum 6 years work experience)

Bonus Points If:

  • You have experience navigating and co-selling within large, matrixed organizations alongside a global systems integrator with a state and local government practice.

  • You have experience in corporate learning, AI and digital skills platforms, IT certification training, or edtech in government or mission-driven contexts.

  • You are familiar with any LearnVantage solution area - AI/ML (Udacity), advanced wireless and 5G (Award Solutions), or instructor-led IT certification (Ascendient).

  • You have a public sector, government technology, or civic tech background.

  • You have a genuine passion for AI and its transformative potential in modernizing the public sector workforce.

Professional Skills:

  • Excellent communication, executive presence, and the ability to lead compelling presentations and negotiations at the senior government level.
