Job description


Senior Office Engineer/Project Change Manager:
  • Assist with and improveCapital Program projects and contract change management processes.
  • Coordinate LIRR BU projectchange control and management activities.
  • Improve project teams' understandingand commitment to the change management process.
  • Provide change managementguidance to project management teams.
  • Attend change order meetingswith contractors and LIRR BU representatives.
  • Implement project changeprocedures (e.g., Appendix A - PRO 23-03, Change Management forDesign-Bid-Build Contracts, and forthcoming 2024 procedures for Design-Build Contracts) andprepare all documentation and associated write-ups.
  • Facilitate and manage monthlyProject Change Committees ("PCC") and Executive
  • Change Committees ("ECC")meetings.
  • Enable timely decision-makingthrough the respective PCC and ECC.
  • Identify and share lessonslearned with other MTA C&D Business Units.
  • Create opportunities forprocess performance improvements.
  • Review and maintain projectchange order logs and ensure quality control on procurement packages.
  • Create and maintain change order document folders

Requirements
  • Substantial experience inproject management, project controls, or change management with expertise in thefollowing:
    • Project costs.
    • Commercial and procurementmanagement.
    • Construction contractadministration.
    • Project risk and contingencymanagement.
  • Demonstrated experiencesupervising and managing project change management processes and team functions.
  • Demonstratedexperience leading performance improvement initiatives.
  • Ability to effectively communicate, engage, and advise senior MTA C&D personnel.
