Job description

The Technical Publications Specialist manages and maintains all technical publications in the central/dispersed and site libraries for immediate retrieval of accurate technical information by both maintenance and management personnel. Responsible for typing and filing quality assurance correspondence and coordinating all library and certification functions with the Quality Assurance Manager/Supervisor.

  • Develop and maintain an Automatic Distribution Requirements List (ADRL) computer file of all publications within the central/dispersed and site libraries.
  • Document and verify accuracy of all publications for each library in accordance with applicable Government/Company policies and instructions.
  • Coordinate publication procedures with all dispersed librarians in accordance with applicable Government/Company policies and instructions.
  • Distribute changes to each dispersed and site librarian for incorporation into their libraries.
  • Maintain the Interactive Electronic Technical Manual System (IETMs) software program computerized publications distributed by NAVAIR.
  • Maintain Portable Electronic Maintenance Aid (PEMA) computer systems and track within the internet based Enhance Library Management System (ELMS) program.
  • Assist and train personnel in the use and maintenance of technical publications libraries.
  • Conduct scheduled library audit/inventories of all work centers/site libraries as required.
  • Submit a Technical Publications Deficiency Report on noted discrepancies.
  • Ensure all Company maintenance instructions are formatted, typed, properly approved and distributed correctly. Additionally, makes sure they are reviewed annually.
  • Prepare typed and/or computer printed correspondence and reports for Quality Assurance.
  • Maintain files of correspondence, directives and other Quality Assurance reports.
  • Assist as directed to ensure safety, security and preservation of Government/Company Owned equipment.
  • Maintains cleanliness of work center in accordance with Government/Company policies and instructions.
  • Responsible for adhering to all applicable Foreign Object Damage (FOD) prevention rules and regulations including participation in FOD walk down when directed.
  • Responsible for adhering to the Company Tool Control Program.
  • Present a courteous and professional demeanor when interacting with customers and co-workers.
  • May perform other duties related to the classification as assigned.

Minimum Qualifications

  • Thorough working knowledge of applicable maintenance/technical manuals and publications.
  • COMNAVAIRFORINST 4790.2 program awareness
  • ISO 9001-2000 program awareness
  • Operational Risk Management (ORM) training
  • Ability to inventory, control and order maintenance technical publications and directives.
  • Ability to read, write, understand, and communicate the English language and follow verbal and written instruction.
  • Ability to obtain and maintain a secret security clearance and flight-line driver's license, if required.
  • Ability to type a minimum of thirty (30) words per minute.
  • Functional knowledge and skills to operate computer equipment.
  • Must be able to obtain and maintain a Secret US Government Clearance.
    Note: US Citizenship is required to obtain a Secret Clearance.
  • Satisfactory completion of U.S. Armed Forces Technical Publications Librarian courses or civilian schools with equivalent curriculum or one (1) year of on the job training/experience required.
  • Minimum of two (2) years general publication experience. One (1) year of which must be specialized in U.S. Armed Forces Aviation Technical Publication Inventory Control/ requisitioning/upkeep.
  • Hazardous Waste Communication training
  • FOD and TCP Awareness training
  • Security Clearance Awareness training
  • Valid State Driver's License
  • High School Diploma or GED required.
  • Must be able to obtain and maintain a Secret US Government Clearance. Note: US Citizenship is required to obtain a Secret Clearance.
  • Prior military personnel must present a member 4 DD214 with an Honorable character of service discharge.

  • Must be able to work dayshift, night shift, and/or weekend shift as required.

Physical Requirements/Working Environment

  • This classification activity is usually accomplished in an office environment and as such requires the scope of physical movements and postures normally associated with office activities.
  • May be required to lift objects whose weight normally will not exceed 50 pounds.
  • Special vision abilities required to perform this job are close vision, peripheral vision, depth perception and the ability to adjust and focus.
