JOB TITLE: Program Manager

LOCATION: Washington Navy Yard (WNY), Washington, DC

SUPPORTING: PEO IWS Contract

JOB CATEGORY: Full-Time

SECURITY CLEARANCE: Must possess a Department of Defense (DoD) security clearance.

EDUCATION AND EXPERIENCE REQUIREMENTS:

  • Bachelor’s level degree in any technical or managerial (preferred: Business Administration or Management) discipline from an accredited university.
  • 13+years’ professional experience in program/project management. 15+ years’ preferred.
  • Project Management Professional (PMP) certification or DAU certification in Program Management (Advanced).
  • Demonstrated proficiency in managing High Complexity Contracts.
  • Demonstrated proficiency in Navy Financial Appropriation Uses and Expirations.
  • Demonstrated proficiency in managing Priced-SLIN contracts.
  • Demonstrated proficiency in managing Time, Costs, and Schedule of Program resources.
  • Proficiency with NAVSEAINST 4200.19B.
  • Proficiency with SECNAV M-5239.2.


ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Lead High-Complexity Contract Management: Oversee large-scale contracts with 80+ Full-Time Employees (FTE) and annual requirements exceeding $15M, ensuring alignment with organizational goals and superior execution.
  • Demonstrate Financial Management Expertise: Apply advanced financial management principles in compliance with Navy Financial Appropriation Uses and Expirations, ensuring budgetary integrity and effective resource allocation for program success.
  • Manage Priced-SLIN Contracts: Direct the execution of complex Priced-Supply Line Item Number (SLIN) contracts, ensuring adherence to cost structures, contract terms, and customer expectations.
  • Oversee Program Resource Management: Ensure optimal management of program time, cost, and schedule through strategic planning, risk mitigation, and ongoing monitoring of resources to maintain alignment with organizational objectives.
  • Supervise and Optimize Team Performance: Manage and coordinate the workload of both technical and non-technical staff, including staffing, training, performance evaluations, and ensuring timely delivery of high-quality program milestones.
  • Resolve Critical Contract and Performance Issues: Utilize strong problem-solving and negotiation skills to address and resolve performance and contract-related issues, ensuring client satisfaction and adherence to government requirements.
