Program Manager

Position Summary
The Crowned Grace International seeks a Program Manager to provide senior program leadership across DC Water's portfolio of IT initiatives, directing multiple concurrent projects and the Project Managers who run them. Working under the direction of DC Water DIT, the Program Manager is accountable for planning, coordination, budget, and schedule integrity, stakeholder communication, and delivery quality across enterprise technology domains, including ERP, asset management, GIS, and custom application development. This is a hands-on leadership role that pairs PMI-based program discipline with the ability to coordinate technical teams, including onsite and offshore resources.
Key Responsibilities
  • Lead and oversee multiple concurrent IT projects and supervise assigned Project Managers, ensuring alignment with DC Water objectives, standards, and best practices.
  • Manage the full project life cycle across PMI-based phases (initiation through closeout) for programs spanning SAP, Oracle ERP, Maximo, ESRI/GIS, and custom application development.
  • Create and maintain integrated project plans, budgets, and schedules; track progress, manage dependencies, and report status to DC Water business and IT stakeholders.
  • Coordinate delivery across distributed teams, including onsite-offshore coordination, and manage and supervise consultants as delegated.
  • Serve as an IT representative and liaison to business units; organize and facilitate regular meetings, communications, and governance touchpoints.
  • Manage scope, risks, and issues; initiate and shepherd change requests; and escalate as needed to keep programs on plan.
  • Ensure adherence to applicable Service Level Agreements (SLAs) and DC Water processes, and support audit, financial-approval, and governance requests.
  • Coordinate with infrastructure, security, and architecture teams on planned outages, releases, and cross-project dependencies.
  • Support the CSR process by contributing to accurate estimates, staffing plans, and auditable cost/pricing documentation on request.

Minimum Qualifications
  • Experience: Minimum 5 years managing IT projects, including experience managing multiple projects and Project Managers concurrently.
  • Certification: Project Management Professional (PMP) - required.
  • Education: Bachelor's degree.
  • Domain experience: Demonstrated program/project leadership in one or more of SAP, Oracle ERP, Maximo, ESRI/GIS, or custom application development.
  • Coordination: Proven experience coordinating delivery across onsite and offshore teams.
  • Strong written and verbal communication, stakeholder management, and the ability to translate between business units and technical teams.

Preferred Qualifications
  • Experience delivering infrastructure and cloud migration programs.
  • Experience with Artificial Intelligence (AI) / Machine Learning (ML) projects.
  • Prior experience in a water/wastewater or public-sector utility environment.
  • Familiarity with DC Water's core systems (Oracle Fusion ERP Cloud, Maximo 7.x/9.x, ESRI ArcGIS, SharePoint Online, SAP-based eCIS) and delivery tooling (e.g., JIRA, Wrike, MS Project).

  • Must be able to pass government background investigation.
