Position Summary
The Training Manager is responsible for developing, implementing, and continuously improving training programs that support the safety, technical proficiency, leadership development, and operational excellence of MasTec Utility Services employees. This role partners closely with Operations, Safety, Human Resources, and field leadership to ensure employees have the knowledge, skills, and certifications necessary to perform their work safely, efficiently, and in compliance with company standards and regulatory requirements. The ideal candidate is an experienced learning and development professional with a strong background in utility construction, field operations, and adult learning principles.
Responsibilities
  • Design, develop, and manage company-wide technical, safety, leadership, and compliance training programs.
  • Lead new hire orientation and onboarding programs for craft professionals, field leadership, and support staff.
  • Collaborate with Operations, Safety, Fleet, and Human Resources to identify training needs and close skill gaps.
  • Develop career progression pathways and competency-based training programs for field employees.
  • Manage Learning Management System (LMS) content, employee training records, certifications, and reporting.
  • Ensure compliance with OSHA, DOT, utility customer requirements, and applicable federal, state, and local regulations.
  • Coordinate classroom instruction, virtual learning, field demonstrations, and hands-on skills assessments.
  • Evaluate training effectiveness using performance metrics, assessments, field observations, and employee feedback.
  • Develop standardized operating procedures, instructional materials, videos, job aids, and facilitator guides.
  • Partner with business leaders to support organizational change initiatives and leadership development programs.
  • Oversee third-party training vendors, certification providers, and apprenticeship partnerships.
  • Monitor employee certifications and ensure timely renewals for required licenses and qualifications.
  • Support incident investigations by identifying training opportunities and implementing corrective education.
  • Manage departmental budgets, training calendars, equipment, and instructional resources.
  • Travel to regional offices and project sites to deliver training and support operational initiatives.

Qualifications
Minimum
  • Bachelor's degree in Human Resources, Education, Business, Construction Management, Occupational Safety, or a related field; equivalent experience may be considered.
  • 5+ years of training, learning and development, or workforce development experience.
  • 3+ years of leadership or management experience.
  • Experience supporting utility construction, electrical transmission and distribution, telecommunications, pipeline, renewable energy, or heavy civil construction operations.
  • Strong knowledge of OSHA regulations, adult learning principles, and instructional design methodologies.
  • Experience developing both instructor-led and online learning programs.
  • Excellent presentation, facilitation, coaching, and communication skills.
  • Experience using Learning Management Systems (LMS) and Microsoft Office applications.
  • Ability to analyze workforce training data and develop measurable improvement strategies.
  • Ability to travel up to 40% as business needs require.

Preferred
  • Experience working in utility construction or infrastructure services.
  • OSHA 500 or OSHA 510 certification.
  • Certified Professional in Talent Development (CPTD), ATD certification, SHRM certification, or comparable credential.
  • Experience supporting apprenticeship or workforce development programs.
  • Knowledge of DOT regulations, NCCER curriculum, CDL training, or utility-specific certifications.
  • Bilingual (English/Spanish) is a plus.
