JOB DUTIES AND RESPONSIBILITIES
• Experience Supervising and managing simultaneous contract operation support functions involving multiple, complex, and inter-related IT projects with significant size and scope. Two years of continuous recent experience (within the last five years) managing U.S. Army IT projects with multiple CONUS and OCONUS performance locations.
• This position provides comprehensive program management support for the Task Order (TO), ensuring effective management, coordination, and oversight of all contractor and subcontractor personnel performing work under the contract. The position serves as the primary interface with Government stakeholders and ensures that all program activities align with the requirements outlined in the Performance Work Statement (PWS). Responsibilities include managing program execution across multiple Government projects, maintaining accountability for performance, cost, schedule, and deliverables, and ensuring compliance with all contractual and regulatory requirements.
• This position supports program governance, planning, and reporting while implementing a scalable management structure capable of supporting multiple Technical Direction Letters (TDLs) and project efforts concurrently. The role includes development and maintenance of the Project Management Plan (PMP), including the Work Breakdown Structure (WBS), management approach, communication processes, risk management strategy, and quality management procedures. The PMP serves as the primary framework for organizing program activities and is updated periodically to reflect project changes and evolving Government requirements.
• A key responsibility of this position is ensuring effective communication and coordination with Government personnel, including the Technical Point of Contact (TPOC), Contracting Officer (CO), Contracting Officer's Representative (COR), and other stakeholders. The position organizes and supports program meetings such as the initial Project Kick-Off Meeting, monthly Technical Status Meetings, and TDL-specific Technical Direction Plan (TDP) Kick-Off Meetings. These meetings provide opportunities to review program progress, discuss technical and administrative matters, establish priorities, and resolve issues affecting performance.
• This position is responsible for producing and maintaining essential program documentation and reporting. This includes preparing Monthly Status Reports (MSRs) detailing progress across all tasks, schedule and milestone tracking, cost and invoicing summaries, personnel staffing updates, risk management status, travel summaries, and issues requiring Government action. The role also ensures accurate reporting of contractor labor hours through required Service Contract Reporting systems and maintains program transparency regarding financial performance and contract line item expenditures.
• Under the direction of the Government, this position coordinates and manages the execution of TDL-driven work. For each approved TDL, the role supports development of a Technical Direction Plan (TDP) that outlines project requirements, staffing, schedules, cost estimates, risk mitigation strategies, and operational considerations. The position ensures all TDP activities remain within scope, receive required Government approvals, and integrate seamlessly into the overall program management structure.
• The position also manages operational support functions such as travel authorization requests, purchasing requests, and trip reporting, ensuring all activities receive proper Government approval and adhere to contractual procedures. In addition, this role ensures compliance with security requirements, cybersecurity supply chain risk management standards, and applicable safety regulations. Responsibilities include supporting development and maintenance of program plans such as the Quality Management Plan (QMP), Safety Plan, and Cyber Supply Chain Risk Management (C-SCRM) Plan.
• Another core responsibility is supporting program quality and performance oversight. The position helps implement quality assurance and quality control processes to ensure all deliverables and services meet Government expectations and contractual standards. The role also identifies risks and improvement opportunities, supports corrective actions, and contributes to proactive problem resolution.
• Finally, this position supports Transition-In and Transition-Out activities to ensure continuity of Government operations. Responsibilities include assisting with execution of transition plans at the start of the contract to ensure minimal disruption of services and coordinating knowledge transfer, documentation handoff, and communication with incoming personnel at the conclusion of the Task Order.
• Through strong coordination, planning, and oversight, this position supports successful delivery of program management services, maintains alignment with Government mission objectives, and enables efficient execution of multiple concurrent projects throughout the life of the contract.
• Act as a senior technical advisor to government stakeholders, shaping technical roadmaps and ensuring alignment with mission objectives.
• Engages with Senior Government leadership to strengthen partnership and • collaboration to ensure overall exceptional program performance and delivery of • innovative solutions that align with the organization's strategic initiatives.
• Aggressively leverage their local team and headquarters resources to expand team capabilities, introduce innovation and drive customer success.
• Contribute to management volumes and technical solutioning for proposals, white papers, prototypes, and Agile Lab efforts.
• Possess and actively mature a deep technical understanding of emerging technology, platforms, software and ideas to advance team efficiency and effectiveness.
• Collaborate with BD, capture, and sector leadership to support growth initiatives
• Effectively plan and communicate all project statuses, risks, schedules, etc. to executive level customers and stakeholders.
• Partner with project accountant and leadership team to completely understand and own all aspects of program financial management.
• Coordinate program activities including, but not limited to, cost estimating • and reporting; financial oversight; subcontractor management; risk management; deliverable schedule; expenditure reports and resolution of discrepant areas prior to submission to customer for payment.
• Ensures certification and training compliance for all team members.
• Works directly with the recruiting team to manage appropriate timing and onboarding activities to ensure effective spending and mission performance.
• Develop and maintain business management policies and procedures for all task areas.
• Responsible for fully understanding and delivering all recurring and ad-hoc CDRLs, deliverables, etc.
• Identify and improve business processes by leveraging both their internal team and company resources to their fullest extent.
• Implement and consistently improve effectiveness and efficiency of repeatable program management processes.
• Drive results to position Agile Defense as our customer's trusted advisor to encourage growth opportunities for their team.
• Lead day-to-day technical delivery on a high-visibility programs, advancing the AI and data mission.
• Ensure delivery excellence across data engineering, advanced analytics, and cloud-native architectures.
• Manage subcontractor relationships to ensure strong partnerships, team wide accountability and mission effectiveness.
• Provide both technical and managerial leadership on major tasks and/or high priority • technology assignments.
