Description
Tharros is seeking a Program Manager for an upcoming program supporting a US Navy customer with personnel located in NAS North Island and NAS Oceana. The Program Manager directs, coordinates, and manages all Task Order functions for the cybersecurity compliance assessment and monitoring support effort in support of the customer and other associated training networks and systems. The Program Manager also serves as the primary point of contact between the Contractor and the Government, with full authority for personnel actions and overall contract performance.
  • Direct, coordinate, and manage overall Task Order functions across all performance locations.
  • Develop and implement strategies, policies, and procedures in the execution of the cybersecurity compliance assessment and monitoring effort.
  • Evaluate overall Task Order management to improve efficiency and effectiveness.
  • Ensure effective coordination across different functional groups.
  • Manage a dispersed workforce across two naval bases and offsite contractor facilities.
  • Serve as the first-level authority for all personnel actions across the Task Order.
  • Provide Task Order management support.
  • Oversee the financial reporting system and ensure that funds and man-hour expenditure reports are developed, prepared, and submitted.
  • Schedule, coordinate, and participate in operational and administrative meetings with Government officials, including senior officials; develop and submit meeting minutes.
  • Oversee preparation of monthly and quarterly Task Order status reports and Information Security POA&Ms.
  • Ensure development and maintenance of documented work instructions within the Government IMS.
  • Oversee maintenance and management of all data deliverables within the Government IMS.
  • Ensure the CSWF Training Program Structure Document is developed and maintained, and that all CSWF personnel meet training and certification requirements.
  • Manage contractor personnel check-in/check-out data and contractor personnel roster.
  • Oversee Media Transfer Agent, Data Transfer Agent, and classified courier support activities.
  • Ensure the Standard Practice Procedure/Management Plan is developed and maintained.

Requirements
  • 7+ years of managing and leading DoD efforts.
  • Active Secret DoD Clearance.
  • Experience managing a dispersed workforce in support of DoD efforts.
  • Knowledge of the Navy's Risk Management Framework (RMF) processes and cybersecurity compliance frameworks.
  • Demonstrated ability to direct and coordinate complex, multi-site DoD cybersecurity or IT support efforts.
  • Ability to communicate effectively with senior Government officials, including briefings, Q&A sessions, and operational recommendations.
  • Strong organizational skills for managing multiple concurrent deliverables and deadlines.
  • Knowledge of CPFF Level-of- Effort contract management practices.
