Job description


BAE Systems is hiring a Program Manager in Norfolk, VA. to lead, coordinate, develop, and direct the overall program strategy and execution for one or multiple contracts in ship repair, commercial and or fabrication type work. The Program Manager will take part in capture, proposal development efforts, and follow through to lead the pre-production processes for contracts that have been awarded. Once production has begun, the Program Manager will work directly with their counterpart Project/Ship Manager to direct and guide each contract throughout completion.
The Program Manager will maintain a symbiotic relationship with their Operations counterpart. Both individuals will work together to support the contract overall, and develop solutions that ensure we are performing safely, at the requisite level of quality, on schedule, and on cost.
Performance for this position will be evaluated based on the success of the overall contract and will be measured against predetermined safety, quality, schedule, and cost standards. Program Managers will report directly to the Director of Programs.
As a Program Manager, you will:
  • Lead and facilitate teams through proactively addressing issues across multiple departments.
  • Provide training support across team/peers and interact with internal/external customers across the enterprise.
  • Serve as the primary point of contact for the business for the assigned program(s)
  • Utilize industry knowledge, team-first mentality, and positive attitude to drive success.
  • Execute programs from proposal through contract closeout phase, preparing plans and developing or assisting with project cost estimates and proposal deliverables.
  • Prepare project execution plans and identify technical and business resource needs
  • Proactively and collaboratively support review work statements / scope to ensure they are adequately defined and executable
  • Coordinate project activities, deliverables, and action items with production, planning, contracts, supply chain, finance, etc. to ensure successful project execution
  • Lead teams and have links to production leadership to provide direction around adherence to safety, quality, cost, and schedule.
  • Coordinate with assigned team members daily; lead, coach, and hold team accountable to supporting efficient production efforts for timely execution of project.
  • Execute processes and develop management plans with the project/ship manager and operations, anticipating and resolving schedule and budget deviations to meet management and project requirements.
  • Hold departments accountable for meeting schedule and cost goals, maintaining the lifecycle management system process and using EVMS Practices
  • Communicate material demands and coordinate activities, deliverables, and action items.
  • Manage the change process, ensuring changes are quickly incorporated and funded.
  • Evaluate performance, develop mitigation plans, and resolve subcontractor issues as needed.
  • Develop, monitor and communicate program metrics (KPIs) including budget and schedule and prepare status reports and recovery plans using EVMS practices to inform leadership and customers. Evaluate and identify opportunities for improvement across all trades working on project (Craft and Non-Craft).
  • Maintain/develop new processes and procedures to promote safe, efficient work execution
  • Work with the logistics, procurement, and materials team to communicate project demands for materials in alignment with the schedule.
  • Support efficient execution of production by removing barriers.
  • Exercise judgement in evaluating and proactively anticipating schedule and budget deviations.
  • Ensure risks and opportunities are properly captured, appropriate risk mitigation activities are identified, and risk mitigation is effective and communicate appropriate program metrics to leadership and customers.
  • Understand and adhere to applicable standards and laws, coordinating with various departments for successful project execution.
  • Primary interface with customer, maintain and promote good customer relationships
  • Coordinate communication and feedback with customer (IDRs, CFRs, etc.) to resolve technical issues where additional guidance is required (PM operates at MARMC level; SM operates at Ship's Force level).
  • Manage conflict collaboratively and support meetings and tasks assigned by the Director of Programs.

Required Skills and Education
  • Bachelor's Degree and 8 years of experience

  • Experience in Shipbuilding, Ship Repair, Maritime, or similar industry
  • Knowledge of NAVSEA Standard Items (Repair) and Commercial standards
  • Ability to develop concepts, plans, schedules, and budgets and effectively communicate them to the team to align cross-functional goals
  • Ability to organize and prioritize project schedules and requirements on short-term and long-term basis
  • Ability to monitor performance through KPIs and metrics, analyze data, and deliver status reports and presentations to leadership and customers
