Job description

Vast is seeking a Senior Program Manager, Talent Development reporting to the Director, Talent Development, to build and scale manager and leader capability across the organization.

This will be a full-time, exempt position located in our Long Beach location.

Responsibilities: 

  • Lead Enterprise Talent Development Programs
    • Own strategy, design, and execution of high-impact programs (e.g., Manager Development, Coaching, Engagement)
    • Define program goals, success metrics, and long-term roadmap aligned to business priorities
    • Drive cross-functional alignment and execution across departments and stakeholders
    • Operate as the primary owner accountable for program outcomes and continuous improvement
    • Act as a thought leader and advisor to executives on leadership capability and organizational effectiveness
  • Build Manager and Leader Capability
    • Design scalable learning experiences that improve leadership effectiveness and team performance
    • Translate business needs into targeted development solutions using structured needs analysis
    • Partner with senior leaders and SMEs to shape relevant, high-impact learning interventions
    • Establish repeatable frameworks, toolkits, and resources for managers at all levels
  • Design, Deliver, and Scale Learning Experiences
    • Create high-quality learning content (e-learning, workshops, job aids, blended programs)
    • Facilitate engaging in-person and virtual learning experiences
    • Apply adult learning principles and modern instructional design practices
    • Ensure a consistent, high-quality learner experience across all programs
  • Drive Measurement, Insights, and Impact
    • Define and track program effectiveness using qualitative and quantitative data
    • Analyze trends across performance, engagement, and learning data to generate actionable insights
    • Build and deliver reporting that informs leadership decisions and program evolution
    • Continuously improve programs based on data, feedback, and business outcomes

Minimum Qualifications:

  • 8+ years of experience in Talent Development, Learning & Development, or related field
  • 5+ years leading complex programs or initiatives with cross-functional stakeholders
  • Demonstrated experience in instructional design, facilitation, and learning program execution
  • Experience using data to evaluate program effectiveness and drive decisions

Preferred Skills & Experience:

  • Experience designing manager or leadership development programs at scale
  • Strong analytical capability (e.g., Excel/Sheets, Tableau, or similar tools; familiarity with correlation/regression a plus)
  • Experience with LMS platforms (e.g., Cornerstone) and learning technologies
  • Proficiency with Google Workspace (Docs, Sheets, Slides)
  • Ability to influence stakeholders at multiple levels, including senior leadership

Pay Range: 

Senior Program Manager - $100,000-$142,000

Staff Program Manager - $123,000- $174,600
